Investigative films and documentaries

Film critics say Daniel Harrich established the genre of investigative fiction in Germany. His feature films and documentaries have had socio-political effects on real events on several occasions. Among other things, the resumption of the investigation into the Oktoberfest attack in 1980 by the Federal Prosecutor's Office - partly triggered by “ The Blind Spot ” - and the disclosure of illegal arms exports to Mexico and Colombia through the feature film “ Master of Death ” the documentaries “Weapons for the World” and "Deadly Exports" and the non-fiction book "Network of Death" published by Heyne Verlag.

“With“ The Blind Spot ”Daniel Harrich created the genre of investigative feature films. Now he has made another feature film and a documentary about it - about illegal arms deals between Germans and Mexico. Theme evening on ARD: Arms exports: Strong film "Masters of Death". "

The blind spot - the Oktoberfest attack

At the premiere of “The Blind Spot” on June 11, 2013 in the Bavarian State Parliament , Bavaria's Interior Minister Joachim Herrmann assured the journalist Ulrich Chaussy that he would release the allegedly destroyed trace files of the Bavarian State Criminal Police Office . These were located in the evidence cellar of the LKA. In January 2014, victim lawyer Werner Dietrich first got access to the trace files in the LKA Bayern. On December 6, 2016, the Munich lawyer Werner Dietrich also applied for the release of the head of the Bavarian special commission for the Oktoberfest assassination attempt, which is being investigated due to an undercover agent in the rocker milieu. On December 26, 2016, the head of Soko was finally replaced.

After the film was released, numerous new witnesses and whistleblowers contacted Ulrich Chaussy and Werner Dietrich. The attorney filed a motion to reopen the investigation in September 2014 - for the fourth time. On December 11, 2014, Attorney General Harald Range announced the resumption of the investigation into the Oktoberfest attack on September 26, 1980. This is the first time in its history that the Federal Prosecutor's Office has resumed closed proceedings.

The developments triggered by The Blind Spot are the content of the documentation Assassin. Lone perpetrator? News from the Oktoberfest attack , which was shown on February 4, 2015 in the first part of a themed evening. The documentation also publishes a new lead for the first time: a nurse who stated that she had cared for a seriously injured young man in the Oststadtkrankenhaus Hannover in 1980, possibly an accomplice.

Masters of Death - Deadly Exports

On September 23, 2015, the day of the first broadcast of Master of Death in the First, a “Current Hour” took place in the German Bundestag on the arms deliveries to Mexico researched for the film. A few weeks later, on November 5, 2015, the Stuttgart public prosecutor brought charges against six former employees of the German arms manufacturer Heckler & Koch on suspicion of violations of the War Weapons Control Act and the Foreign Trade Act of the Federal Republic of Germany in exports to Mexico.

In April 2016 it became public how comprehensive the accusation actually is: In the exact wording, the indictment states that the accused “acted jointly and through others, professionally and as a member of a gang that has joined forces for the continued commission of such crimes” would have. This allegation against arms dealers is a precedent.

Shortly after the award of the Grimme Prize , it became known that the Munich I public prosecutor's office was conducting investigations against the investigative journalists. It should be about the allegation of the publication of secret official documents. The investigation is carried out against the authors of the non-fiction book "Network of Death - The criminal entanglements between the arms industry and the authorities" (Daniel Harrich / Jürgen Grässlin / Danuta Harrich-Zandberg , Heyne Verlag) as well as the filmmakers behind the ARD theme evening. The Heyne Verlag speaks of a " Attempted intimidation ”.

In May 2016 it became known that the former Heckler & Koch managing director and regional court president a. D. Peter Beyerle another preliminary investigation is being conducted. It is about the suspicion of attempted bribery of public officials in connection with the Mexican business of Heckler & Koch.

On May 15, 2018, the criminal proceedings against the former employees of Heckler & Koch who were allegedly responsible for the illegal war weapons exports began before the Stuttgart Regional Court . After ten months of the main hearing, two of the defendants (one of the former sales managers and the clerk) were sentenced to suspended sentences and the others were acquitted.

In April 2020, ARD broadcast the sequel to the investigative feature film Meister des Todes 2 .

Poison - Dangerous Drugs

The third investigative feature film, Poison , premiered on May 5, 2017 in the large broadcasting hall of the RBB in Berlin, followed by a political panel discussion with the head of the Federal Institute for Drugs and Medical Devices Professor Karl Broich and the President of the General Customs Directorate Uwe Schröder. The industry newspaper Apotheke Adhoc wrote "Pharmaceutical industry trembles before Heiner Lauterbach ".

Seeds of Terror - Trace of Terror

The ARD themed evening " Saat des Terror " reveals, using the example of the Pakistani secret service Inter-Services Intelligence (ISI), the entanglements of Western secret services , above all the Central Intelligence Agency (CIA) and the Federal Intelligence Service (BND), with partner organizations that simultaneously actively support terrorists . Although the Pakistani secret service ISI has been shown to have supported the attacks in Mumbai in 2008 , in which more than 160 people, including numerous Western citizens, were murdered, the BND is still working closely with the ISI . The Frankfurter Allgemeine Zeitung asked the question:

"Could secret services have prevented the terrorist attacks?"

- Matthias Hannemann : Frankfurter Allgemeine Zeitung Medien from November 21, 2018

The core of the research is the "business model terror": While the Pakistani secret service ISI is officially one of the most important partners of the Western alliance in the war on terror , it secretly supports precisely the terrorist organizations it is supposed to fight - for example Laschkar-e Taiba , Al Qaeda , the Taliban and the Haqqani network . The aim is to continue fueling the conflict in order to receive further aid and support and to remain politically relevant. The double game of the Pakistani secret service ISI has been known for many years, as several former heads of Western intelligence services have confirmed. Nevertheless, they stuck to the collaboration.

The documentary "Trace of Terror" proves the problematic cooperation between the authorities through interviews with the former heads of the secret service. Among other things come Michael Hayden , longtime director of the National Security Agency (NSA) and the CIA , Asad Durrani , former head of the Pakistani intelligence service ISI , Ernst Uhrlau and Gerhard Schindler , both former BND Chairmen, Markus Potzel , Special Representative of the Federal Government for Afghanistan and Pakistan, Sanjeev Tripathi and Vikram Sood , both former heads of the Indian intelligence service Research & Analysis Wing (RAW), have their say.

The investigative film " Seed of Terror " was the first time in the first on 21 November 2018 at 20.15, reached nearly five million viewers, the most successful film was Wednesday (90 minutes) of the year. The unveiling documentary "Spur des Terrors" followed at 9.45 pm and had 3.51 million viewers.

The premieres of “ Saat des Terrors ” took place at the highest political level in the Rhineland-Palatinate state parliament and the Baden-Württemberg state representative in Berlin . The political panel discussion in Berlin was attended by Gerhard Schindler , former president of the Federal Intelligence Service , Clemens Binninger , former CDU member of the Bundestag and chairman of the 2nd NSU investigative committee of the Bundestag ("Terror Group NSU II") , Stefan Liebich , foreign policy spokesman for the LINKS parliamentary group in the Bundestag , SWR journalist Thomas Reutter and Daniel Harrich took part. The moderation was the editor-in-chief of ARD Rainald Becker .

On November 28, 2018, “Saat des Terror” was the topic in the German Bundestag . On December 12th, the Foreign Affairs Committee of the Bundestag met on the question of where and whether there must be limits for the Federal Intelligence Service to work with partner services that also actively support terrorists. The Bundestag member Stefan Liebich then demanded:

“Some missions by the Federal Intelligence Service in Pakistan endangered Germany's security and enabled terrorist organizations to carry out their deadly attacks. The service operates without rules, without ethos and apparently without extensive responsibility. "

- Stefan Liebich : www.stefan-liebich.de from November 21, 2018

On January 17, 2019, “Spur des Terrors” was nominated for the Grimme Prize 2019 .

Masters of Death 2 & Deadly Exports 2 - Arms managers in court

On April 1, 2020, ARD broadcast the investigative feature film Master of Death 2, produced by Daniel Harrich in cooperation with SWR , ARD Degeto , RBB and SR , and the revelatory documentary Tödliche Exporte 2 - Armamentsmanager in court .

The content is about the criminal case against the German weapons manufacturer Heckler & Koch for illegal war weapons exports to Mexico before the Stuttgart Regional Court . The filmmakers show that dozens of Heckler & Koch HK G36s were used in the mass kidnapping in Iguala in 2014 . The film also addresses the business practices of the German arms manufacturer SIG Sauer (arms manufacturer) and reveals new allegedly illegal arms deals. The author Arno Frank describes the theme evening as "an appeal to the responsible public prosecutor's offices, an application for an appeal to the Federal Court of Justice ".

In Fatal Exports 2 - Arms Managers in Court , the then responsible President of the Federal Office for Economics and Export Control Arnold Wallraff and the former Federal Minister of Economics Sigmar Gabriel comment on the allegations for the first time. The former member of the Bundestag Jan van Aken was a trial observer in the Stuttgart proceedings.

On the evening of the broadcast, the Kiel public prosecutor confirmed to the DPA new investigations against the arms company SIG Sauer (weapons manufacturer) based on the publications of the ARD theme evening.

The first film, Master of Death , led to criminal investigations and judicial judgments against German arms manufacturers for illegal exports and thus made Master of Death 2 possible in the first place.
