Clemens Binninger (born April 24, 1962 in Bonndorf ) is a German politician ( CDU ) university professor and consultant. From 2002 to 2017 he was a member of the German Bundestag .

Life

education and profession

After GCSEs in 1979 Binninger stepped into the middle grade of Police of the State of Baden-Wuerttemberg and worked as an official in stripes to 1988 Freiburg and Stuttgart operates. After acquiring the advanced technical college entrance qualification while working , he studied at the Police College in Villingen-Schwenningen from 1988 to 1991 . He then moved to the higher service and was police commissioner at the Freiburg Police Department and in the Ministry of the Interior of the State of Baden-Württemberg.

From 1995 to 1997 Binninger completed a course of study for the higher service at the Police Leadership Academy in Münster (today's German Police University ). He then worked as a lecturer at the Baden-Württemberg Police Academy before moving to the Baden-Württemberg Ministry of the Interior as a consultant in 1999 . From 2001 to 2002 he was finally advisor for interior and security policy at the State Ministry of Baden-Württemberg .

Binninger has been a managing partner of binninger & binninger GmbH since 2017, which as a consulting company offers support in strategy development, interest representation and project support.

Party career

Binninger joined the CDU in 1998 and has been a member of the board of the CDU district association Böblingen since 2001 . From 1998 to 2005 he was a member of the state board of the police working group of the CDU Baden-Württemberg; since 2005 he has been a co-opted member of the state board. From 2005 to 2011 he was a member of the CDU Baden-Wuerttemberg regional executive committee.

MP

From 2002 to 2017 Binninger was a member of the German Bundestag. There he was most recently rapporteur for the CDU / CSU parliamentary group in the internal committee for combating terrorism, organized crime and IT security as well as aviation security and public service issues. He was a member of the Visa Investigation Committee of the German Bundestag. In 2006 he negotiated the anti-terrorism laws and the establishment of an anti-terrorism database for his parliamentary group . In the summer of 2006 he suggested using so-called "rail marshals" (armed train attendants ) to ward off terrorist attacks on rail traffic. In the spring of 2008, Binninger spoke out against the increase in parliamentary diets. In the 16th legislative period (2005–2009) he was involved in the negotiations on the Federal Criminal Police Office Act , the electronic identity card , the reform of the service law and the law to strengthen security in federal information technology (BSI Act).

In the 17th electoral term he was a member of the Bundestag Interior Committee and the Parliamentary Control Committee . In the investigative committee "Terror Group National Socialist Underground" (NSU) he headed the committee work of the CDU / CSU parliamentary group as chairman.

In the 18th legislative period he was again a full member of the Interior Committee as well as deputy chairman of the Parliamentary Control Committee (PKGr) and deputy member of the sports committee . In March 2014, Binninger was elected chairman of the NSA committee of inquiry into the global surveillance and espionage affair uncovered in 2013 by Edward Snowden . He resigned on April 9, 2014, among other things because the opposition parties insisted on hearing Edward Snowden as a witness. Since November 25, 2015 Binninger was chairman of the 2nd NSU investigative committee of the Bundestag ("Terrorgruppe NSU II") .

Binninger has always entered the Bundestag as a directly elected member of the constituency of Böblingen , most recently in the 2013 Bundestag election with 54.3 percent of the first votes. In the 2017 federal election , he decided not to run again.

Binninger was considered the leading interior and security expert of the Union parliamentary group until he left parliament. He has now founded a consulting company with his wife Ulrike Binninger, who has been the mayor of Nufringen for many years .

In 2003, Binninger signed the Atlantik-Brücke display of solidarity published in the New York Times on February 16, on the occasion of the United States' broken relationship with Germany as a result of the Iraq war.

Binninger is married to Ulrike Binninger (née Mau), former mayor of Nufringen .

Awards

During his studies at the University for Police in Villingen-Schwenningen, Binninger was awarded the Prize of the State Parliament of Baden-Württemberg in 1990 for special achievements in the field of constitutional law.
