State election in Hamburg 1982 (December)
The general election in Hamburg in December 1982 took place on December 19, 1982. The MPs were elected for the 11th electoral term of the citizenship of the Free and Hanseatic City of Hamburg (state election ). There were 120 mandates to be awarded.
Political environment
In the general election on June 6, the SPD , which had previously ruled alone , had lost its absolute majority under Mayor Klaus von Dohnanyi and was only the second strongest force in parliament after the CDU. With 4.9 percent of the votes, the FDP failed to make it into the citizenship, whereas the Green Alternative List , the Hamburg counterpart of the Greens , made it into parliament for the first time with 7.7 percent of the votes.
The SPD had rejected a coalition with the GAL, and negotiations on the tolerance of a minority government failed.
The SPD was also not ready to join a grand coalition as a junior partner of the CDU.
Due to this unclear majority, the formation of a government capable of acting failed.
As a result, the citizenry decided to dissolve itself and hold new elections.
The CDU again ran with Walther Leisler Kiep as the top candidate, the SPD again with Klaus von Dohnanyi.
The election campaign was also influenced by the political events at federal level: On October 1, 1982, Federal Chancellor Helmut Schmidt (SPD) was replaced as Federal Chancellor by means of a vote of no confidence brought in by the CDU / CSU and his previous coalition partner FDP, and Helmut Kohl became his successor.
This change of government led to emotional public debates and sparked a wave of solidarity in Hamburg with Schmidt, who comes from Hamburg and lives there, which also had a positive effect on the state SPD in the state elections: the SPD regained the absolute majority and was able to do so again rule alone.
In contrast, the CDU and GAL suffered losses. The FDP also lost votes: With 2.6 percent of the vote, it was unable to return to the citizenship.
