Basílio Adolfo de Mendonça Horta da Franca (born November 16, 1943 in Tábua ) is a Portuguese politician of the Centro Democrático e Social - Partido Popular (CDS-PP) and later the Partido Socialista (PS), who was minister several times and was a candidate for the presidency in 1991.

Life

Lawyer, MP and Minister

Basílio Adolfo de Mendonça Horta da Franca attended the Colégio Militar military school and then began studying law at the Faculty of Law at the University of Lisbon , from which he graduated with a Licenciatura em Direito . He then worked as a lawyer . After the Carnation Revolution of April 25, 1974, he began his political commitment and was one of the co-founders of the Centro Democrático e Social (CDS) on July 19, 1974 , along with Diogo Freitas do Amaral and Adelino Amaro da Costa . On June 2, 1975 he became a member of the Constituent Assembly (Assembleia Constituinte) and represented the interests of Lisbon for the CDS until April 2, 1976 . Then he was elected as a candidate of the CDS in the election of April 25, 1976 for the first time member of the Assembly of the Republic ( Assembleia da República ) and represented the interests of Braga in this from June 3, 1976 to January 2, 1980 .

In the Soares II cabinet , he served as the Ministry of Commerce and Tourism (Ministro do Comércio e Turismo) between January 23 and August 29, 1978 . From January 3, 1980 to January 9, 1981, he also held the office of Minister for Trade and Tourism in the Sá Carneiro cabinet . As the successor to Diogo Freitas do Amaral, Horta was acting chairman of the Centro Democrático e Social from December 29, 1982 until his replacement by Francisco Lucas Pires on February 20, 1983. In the election of April 25, 1983 he was re-elected for the CDS as a member of the Assembleia da República, in which he again represented the interests of Braga in the third legislative period from May 31, 1983 to November 3, 1985. In the election of July 19, 1987 , he was re-elected as a candidate of the CDS to a member of the Assembleia da República and represented the interests of Porto in the fifth legislative period from August 3, 1987 to November 3, 1991 . He was Vice President of the CDS between 1988 and 1991 and also Secretary General of the CDS from March 1990 to May 1991.

Candidate for President, Permanent Representative to the OECD and Mayor

In the presidential election on January 13, 1991 , Horta ran for the CDS for the office of president . In second place, he was clearly defeated by 14.16 percent against incumbent Mário Soares from the Partido Socialista (PS), who already received a sensational 70.35 percent of the votes in the first ballot. Third place was the candidate of the Partido Comunista Português (PCP), Carlos Carvalhas , who won 12.92 percent of the vote. In the election of October 10, 1999 , Basílio Horta was elected a member of the Assembleia da República for the Centro Democrático e Social - Partido Popular (CDS-PP) and represented the eighth legislative period from October 25, 1999 to April 4, 2002 Viseu interests . In the subsequent election on March 17, 2002 , he was re-elected to the Assembleia da República for the CDS-PP for Porto. During the tenure of Prime Minister José Sócrates was he Chairman of the Board of Directors (Conselho de Administração) of the state Chamber of Commerce Agência para o Investimento e Comércio externo de Portugal (AICEP), in 2007 by the merger of the Institute for Foreign Trade ICEP (Instituto do Comércio externo de Portugal) with the investment agency AIP (Agência Portuguesa para o Investimento) was created. He also taught as an Associate Professor at the University Institute for Social and Political Sciences (Instituto Superior de Ciências Sociais e Políticas) . After leaving the CDS-PP, he became a member of the Partido Socialista (PS) in 2009 and was re-elected to the Assembleia da República in the election on June 5, 2011 , where he represented in the twelfth legislative period from 20 June 2011 to October 22, 2015 the interests of Leiria . Basílio Horta was also elected mayor (Presidente da Câmara Municipal) of Sintra in the local election on September 29, 2013 and was confirmed in this office with an absolute majority in the local election on October 1, 2017.
