From 1970 to 1974 he completed his studies at the Pedagogical University in Potsdam, graduating as a qualified teacher for polytechnics with a thesis on teacher training research. During his studies he received a Wilhelm Pieck scholarship for his outstanding academic achievements .

Meier then worked as a teacher for technology and technical drawing at the POS in Borne and in the Tarthun hydraulic company . For the academic year 1976 he returned to the Pädagogische Hochschule Potsdam and took up an apprenticeship . In his dissertation , he initially dealt with the design of the learning activity in the process of acquiring technical facts. He was able to complete his doctoral process in 1979 with “magna cum laude”.

In the same year he took up additional studies at the Academy of Pedagogical Sciences of the USSR in Moscow . Here, too, his research focused on the design of student activity, especially the development of their technical creativity.

After reunification , Meier was committed to the reorganization of teacher training at the newly founded University of Potsdam , worked as chairman of the Association of German Engineers (VDI) and, together with university teachers, developed position materials for the further development of teacher training for technology in general schools.
