Café Rosa in March 2013

The Café Rosa was a non-commercial coffee house in the ninth district of Alsergrund in Vienna . It was opened on May 7, 2011 and operated by the ÖH Uni Vienna . It was founded in order to offer students a place to “stay, to network politically, to study and to hold events” without being forced to consume. It should also promote “political engagement outside of political parties and organizations” and “to those who are not open In the evenings and on weekends it is possible for students, the ÖH Uni Wien (and its various levels of representation) and external organizations to hold events in the "Café Rosa". ”In March 2012, it became known that the café lacks the financial means to manage the To continue operations, which sparked a heated media debate. Until the pub was officially closed in October 2013, the university's ÖH invested more than half a million euros.

history

The left-dominated ÖH Uni Vienna, represented by Green & Alternative Students (GRAS), the Association of Socialist Students of Austria (VSStÖ) and the Communist Student Association - Left List (KSV-Lili), decided to open a café that upholds principles, to prevent discrimination : “grassroots democracy, feminist, anti-sexist, progressive, anti-discriminatory, anti-racist, emancipatory, ecologically sustainable, anti-fascist, anti-nationalist, anti-clerical, anti-patriarchal, anti-heteronormative, anti-capitalist and solidary”. Some of these principles were also contained in the statutes of the ÖH Uni Wien. The majority of the exclusion criteria are no longer included in the statutes from October 2014. The name "Rosa" was chosen to refer to the work of politically active women such as Rosa Luxemburg , Rosa Mayreder or Rosa Manus .

In March 2012 the café was closed.

criticism

Shortly after the opening in 2011, the Austrian Cartell Association turned to the Ombudsman for Equal Treatment in a job advertisement for the café about the requirement “ anti-clerical ” . This filed a criminal complaint “for violating the requirement of non-discriminatory job advertisements based on religion or belief and age .” The district administration issued a warning and stated that “neither a young age nor an anti-clerical attitude is an essential and decisive professional requirement for the activities sought. "

The Action Community (AG), the Young Liberals (JuLis) and the Ring of Freedom Students (RFS) described the procedure as a waste of money. The fact that the coffee house was not founded as a corporation but as an association also caused criticism. In spring 2012, the AG and RFS accused that there was no transparency in the café's budget and that it was already insolvent. In addition, the RFS filed a complaint against the ÖH University of Vienna on suspicion of infidelity. In the summer of 2015, the public prosecutor closed the case. A vote against the chairwoman of the Federal Representation, Janine Wulz (GRAS), who was the association's treasurer at the time , was unsuccessful. In May 2012, the Café Rosa was occupied by students, a few days later it was cleared again. In June 2012, the Federal Ministry of Science and Research determined by means of a notice that the coffee house was not allowed to be run in the form of an association, as the law stipulates that the ÖH must run business operations as corporations.

Since it was closed, the lease has continued until 2016 because it was concluded for five years. The association was formally dissolved. Since one of the two pregnant managing directors was terminated on maternity leave , this will only become effective when the ongoing proceedings at the labor court have been concluded.

No new tenant could be found for the premises until the beginning of January 2013. AG and RFS offered to rent the space for events in order to reduce losses. The ÖH executive of the University of Vienna rejected what was subsequently referred to as discrimination and " negligent impairment of creditors' interests ".

In March 2013, the new ÖH management at the University of Vienna initiated an examination of personal responsibility. At the end of April 2013, the homepage of the café was discontinued by the ÖH and redirected to a graphic of a girl riding a pink unicorn .

In the ÖH election in May 2013, the GRAS at the University of Vienna had to accept a high loss of votes in connection with the café, while the VSStÖ was able to hold votes and became the parliamentary group with the largest number of votes.

A new tenant was found in October 2013.
