Carl von Schultes (born as Karl Schultes , also Karl von Schultes ; * October 18, 1824 in Fröhstockheim , † November 20, 1896 in Würzburg ) was mayor of the city of Schweinfurt from 1851 until his death . From 1867 to 1869 he was also a member of the state parliament in the Chamber of Deputies in the Bavarian Estates Assembly.

Life

Early years (until 1851)

Carl von Schultes was born as Karl Schultes on October 18, 1824 in Fröhstockheim near Rödelsee, which was then part of the Lower Main District in the Kingdom of Bavaria . The father Adam Schultes worked in Fröhstockheim as a patrimonial judge for the lords of Crailsheim , who, as members of the dissolved landlord class, still held the lower jurisdiction in their former domain. The family later moved to Schweinfurt, where the father found employment as a civil servant.

Schultes attended the royal Bavarian college in Augsburg and graduated there in 1842 with an overall grade of “excellent”. Then moved to Würzburg Schultes and studied at the University , after two years of undergraduate studies, Jura . The student wrote a publicly advertised price assignment on civil procedural law, which he later tried to get recognized as a doctoral thesis. However, Schultes did not succeed.

In the state examination , Karl Schultes achieved a grade in the middle field. Before that, he completed his practical training at the Marktsteft Regional Court . After completing his studies, Schultes was employed at the Royal District and City Court in Schweinfurt. After a few months, in February 1851, he became a legally qualified magistrate in the Schweinfurt city administration. In October 1851 Karl Schultes became a citizen of the city of Schweinfurt, having previously married Marie Bauch from Würzburg.

The election of Schultes had been preceded by a number of negotiations. Above all, the fact that Schultes was of Catholic faith caused some problems in the traditionally Lutheran administration of Schweinfurt. The election of the magistrate on January 3, 1851 revealed among the three candidates then tied vote, only at the ballot itself could Schultes (twelve to eleven votes) through with a narrow majority.

As a magistrate, Schultes not only took on the usual legal tasks, but was also quickly entrusted with management tasks that were otherwise taken over by the city's mayor. The mayor August Stolle was mentally ill towards the end of 1849 and could no longer continue the official business. On March 4, 1851, his doctors in Erlangen declared him incurable, whereupon he was put into retirement . Schultes made a spontaneous application for the advertised position as mayor.

As mayor (until 1896)

Again, the application of the Catholic school caused some anger among the parishioners who were responsible for the appointment of the mayor. However, Carl Schultes was also assigned to the liberal camp, which had had political say in Schweinfurt since the revolution of 1848 . In the first election, however, Schultes failed, the elected just did not accept the election. In the second election, Schultes prevailed against the lawyer Wilhelm Joseph Sattler.

The confirmation of the new mayor by the government in Würzburg was initially not made. The reason for this was a criminal case for negligent homicide that was pending against Schultes. A shot from his pistol had gone free and fatally hit a young man in the head. Ultimately, Schultes was acquitted. After confirmation by the superiors, the legal probationary period for the young mayor came to an end in 1854 . On January 12, 1855, Schultes was finally confirmed in his office.

During his 45 years at the head of the Schweinfurt administration, Schultes pushed for the transformation of the city into a modern industrial center. As early as 1857 a gas factory was built in front of the Mühltor , which made it possible for the first time to illuminate streets in the city center. The Maxbrücke was comprehensively renewed in 1858 and the connection to the south across the Main was strengthened. In 1862 the city water pipeline went into operation, making Schweinfurt a pioneer in the region.

At the same time, in the middle of the 19th century, the range of goods in the city markets was expanded, thereby consolidating Schweinfurt's central position for the surrounding area. The school system was promoted by the new construction of the trade school , later the building also housed the municipal secondary school. Schultes had roads relocated to the suburbs and pushed ahead with the expansion of the urban area. He was particularly proud of the facilities on the Mainwiesen, where parks and a zoo were built in 1880.

On January 8, 1867, Schultes was a member of the state parliament in the Bavarian Chamber of Deputies. Schultes succeeded the late Schweinfurt MP Georg Schrepfer in the constituency of Schweinfurt / Lower Franconia / A and became a member of several committees in the state parliament . He advised on the military constitution of the Kingdom of Bavaria and sat on the committee for matters relating to finance and public debt. Schultes left the state parliament as early as 1869.

Carl von Schultes, mayor of Schweinfurt for many years, died on November 20, 1896 in Würzburg. In 1867, as a member of parliament, he had received personal nobility . In addition to his wife Marie, the mayor left behind a daughter who was now the widow of a magistrate. Since Schultes had continued to invest in the expansion of the city's water supply with private money in his last years, his relatives inherited high debts .

Awards and honors

Carl von Schultes was honored with several awards. The townspeople in particular were very fond of their mayor, which was reflected in the organization of a festival in honor of his fortieth anniversary of service. In the Schweinfurter Tagblatt the festival was described as unique "in its kind and in this extent". At the same time, the mayor received several awards from the king.
