Christian Neuling (born September 18, 1943 in Neudamm , Koenigsberg Nm. ) Is a German entrepreneur and CDU politician .

Life

After graduating from high school in 1962, newcomer studied industrial engineering at the TU Berlin and graduated in 1969 with a degree in engineering . During his studies, the newcomer completed various technical and commercial internships at companies in Munich , Frankfurt am Main and Paris . Neuling was able to finance his studies with doctoral scholarships from the DAAD and the Konrad-Adenauer-Stiftung , including in 1970/71 at the Massachusetts Institute of Technology (MIT). In February 1972 he received his doctorate as Dr. rer. pol., and in March he took over the management of the Paul Neuling Mineralölwerke - Chemische Fabrik KG company founded by his father, which he restructured in the following years. The group of companies was active in the production of lubricants and hazardous waste disposal as well as in the trading of fuels, heating oil and chemicals. Entry into the pharmaceutical trade via Diagnostika GmbH was ended after two years.

Memberships and Activities

Neuling has been a member of the K.St.V. Unitas-Breslau in the KV in Cologne and in the same year founded the Independent Action Group UAG at the TU Berlin. For many years he was a member of the advisory board of the UNITI Federal Association of Medium-Sized Mineral Oil Companies, Hamburg , as well as the chairman of its Berlin regional group.

Neuling has been a member of the CDU Berlin since 1973 and has often worked at local, district and regional association level. From 1979 to 1987 he was a member of the CDU parliamentary group in the Berlin House of Representatives and since 1985 deputy parliamentary group chairman and speaker in the main committee. From 1987 to 1994 he was a member of the German Bundestag , where he was chairman of the sub-committee for the control of the Treuhandanstalt and development policy spokesman in the budget committee until November 1991 . From 1990 on he held the direct mandate of the constituency of Berlin Mitte .

He was the initiator of the Berlin Checkpoint Charlie Foundation and the Lübeck Foundation Kind im Blick eV, of which he is still on the advisory board of the latter.

Aubis and the Berlin banking scandal

The former Aubis (initiators Christian Neuling and Klaus-Hermann Wienhold ) had received a loan of 500 million DM from Berlin-Hannoversche Hypotheken-Bank AG (Berlin Hyp), a subsidiary of Bankgesellschaft Berlin , in the mid-1990s , with which it financed the purchase of 14,000 apartments in East German prefabricated buildings 100%. When Aubis got into financial difficulties, she sold these apartments to the banking company at the end of 1999 and paid off this loan.

In October 1995, Wienhold presented Klaus-Rüdiger Landowsky, the CDU parliamentary group leader and head of the Berlin Hyp loan company, with a cash donation of 40,000 DM for the Berlin CDU, which the newcomer only found out about at the turn of 2000/01. In February 2001, Neuling took over responsibility for 20,000 DM at the request of Eberhard Diepgen . These and other incidents sparked the 2001 Berlin banking scandal , with Neuling being dragged through the press. As a result, Landowsky and Diepgen resigned, the Berlin Senate was overthrown, while the chief political prosecutor Klaus Wowereit succeeded Diepgen. Investigations have been initiated against those responsible at Aubis and the bank.

Another misconduct of the Aubis managers was that, with the help of the Leipzig energy service provider Elpag, excessive energy prices should have come about, whereby the bank threatened damage of 15 million euros due to long contract terms concluded with the company. The Neuling and Wienhold arrested in February 2002 were released after bail of 950,000 euros each. The so-called “Elpag-Proceedings” began in February 2004. The proceedings against Wienhold were suspended from March 2006 to summer 2007 due to his inability to stand trial, but have not been reopened since then. Against the newcomer, the proceedings were temporarily suspended in April 2006 after 78 days of negotiations, also due to incapacity to stand trial, and finally suspended in July 2011; the costs were imposed on the judicial coffers.

In a tax evasion proceeding against the newcomer and other co-defendants, he was also confirmed as incapable of standing in November 2006, and two co-defendants were convicted in December 2006. In January 2009, however , the Berlin-Brandenburg Finance Court found that there was clearly no such thing in a case brought by Neuling because of the alleged tax evasion . The defendant tax office has waived an appeal at the Federal Fiscal Court . The criminal case against the newcomer was discontinued in July 2011 and the costs of the judicial treasury were imposed.
