Cristian Diaconescu (born July 2, 1959 in Bucharest ) is a Romanian legal scholar , diplomat and politician .

biography

After attending school, he studied law at the University of Bucharest from 1979 to 1983 . After completing his studies, he became a judge at the Agricultural Court of Ilfov County . In 1985 he was appointed judge at the 4th District Court of Bucharest and in 1989 as special inspector at the Ministry of Justice. He was a member of the Romanian Communist Party between 1982 and 1989.

In 1990 he joined the diplomatic service and was initially at the Permanent Mission to the Organization for Security and Cooperation in Europe (OSCE) in Vienna until 1993 . He then became Coordinator of the Section for Cooperation with the OSCE in the Ministry of Foreign Affairs and then, between 1995 and 1996, Deputy Head of the Permanent Mission to the OSCE in Vienna. He then returned to the Foreign Ministry as an employee of the Directorate for the OSCE and was then Director of the Directorate for the OSCE and cooperation with subregional structures in the Foreign Ministry from 1997 to 1998. Subsequently, he was Director General of the Directorate for General Issues and Consular Affairs until 2000. At the same time he was chief negotiator for bilateral treaties and agreements on the border regime , minority protection and security issues. During this time, he was also head of delegations to human rights negotiations at the OSCE and the UN Commission on Human Rights in Geneva .

From May to December 2000 he was Deputy Secretary General of the Black Sea Economic Cooperation (BSEC) in Istanbul with the rank of ambassador .

In addition to his diplomatic activities, after completing a specialist course at the Conflict Prevention Center in 1992, he was also Associate Professor at Hyperion University in 1993 . In 1995 he was one of the founding members of the Foundation of the National Defense College, where he was Professor of Law and International Relations between 1997 and 2000.

In December 2000 he was appointed State Secretary for Intergovernmental Affairs in the Ministry of Foreign Affairs. In this function he was also chief negotiator in the negotiation of the treaty on the state border between Romania and Ukraine , for fundamental political treaties with the Russian Federation and on the rights of Magyars in neighboring countries to Hungary . From January to March 2004 he was State Secretary for European Affairs in the Ministry of Foreign Affairs. During this time he was also Honorary Professor of International Relations and European Studies at the private University of Spiru Haret .

After he became a member of the Partidul Social Democrat (PSD) in 2002 , he was elected a member of the Senate (Senatul) in 2004. Diaconescu was also appointed Minister of Justice in the cabinet of Prime Minister Adrian Năstase in March 2004 and held this office until the end of Năstase's term in December 2004. In 2005 he was also elected Vice President of the PSD and thus deputy to the new party chairman Mircea Geoană . In 2007 he received his doctorate in law.

After the parliamentary elections in 2008 , he was appointed Minister for Foreign Affairs in his cabinet by the new Prime Minister Emil Boc on December 22, 2008 . In March 2009 he gave an interview to the Frankfurter Allgemeine Zeitung and spoke about the economic crisis, the corruption in the country and how to deal with the legacy of the Ceaușescu dictatorship.

With the collapse of the government coalition on October 1, 2009, Diaconescu resigned from his position as foreign minister. At the end of February 2010 he left the PSD in dispute and joined the Senate of the Independent Group.
