The German Saddler, Upholsterer and Portefeuiller Association was a free trade union organization that existed between 1920 and 1933. The association organized the workers in the saddlery , in the travel goods , portfolio and leather goods industries as well as in the upholstery industry . It also included workers from the drive belt factories and those employed in the vehicle industry. The association emerged in 1920 from the merger of the Association of Saddlers and Portefeuillers (founded in 1909) with the Association of Decorators and Related Professionals in Germany (founded in 1897). The association's seat was Berlin (Michaelkirchstrasse 14). From 1920 to 1929 Peter Blum and from 1929 to 1933 Friedrich Gerhardt were chairmen of the German Saddlery, Upholsterer and Portefeuiller Association .

history

Predecessor organizations

As forerunners of the association, the professional associations existing in many larger cities in Germany can be named for saddlers and upholsterers . As early as the end of the 1860s, there were local professional associations in Berlin and other cities with a program to improve wages and working conditions.

The saddler Ignaz Auer convened the first saddlery congress in Berlin in 1872, at which the General German Saddlery Association was founded on June 30, 1872 . In 1875 its seat was moved from Berlin to Dresden . On August 29, 1875, the Association of German upholsterers and specialists was founded in Leipzig . However, both organizations were banned following the Socialist Law (1878).

On February 28, 1889, the General German Tapestry Association was founded in Dresden . A good two months later, the saddler's congress in Dresden (April 23/24, 1889) decided to found the General German Saddlery Association , which was joined by all specialist associations in the German Empire. On the 4th / 6th In August 1897, the congress of upholsterers in Leipzig decided to unite the various upholsterers' organizations to form the Association of upholsterers and related professionals in Germany , based in Hamburg . On 7./8. April 1901 the founding of the Association of Portefeuillers and Leather Goods Workers in Germany . Previously, the portfolios had joined the bookbinders, but where they remained in the minority. However, the newly founded association had to fight for its existence first, as the bookbinder association did not want to forego the organization of the portfolios. On April 12, 1909, separate general meetings of the saddlers and portfolio companies took place in Cologne . They decided to merge the two associations on July 1st to form the Association of Saddlers and Portefeuillers , based in Berlin. At this point in time, the Sattlerverband had 6,692 members (including 246 female members) and the Portfolio Association had 3,363 members (including 401 women). Chairman of the Association of Saddlers and Portefeuillers was the previous chairman of the Saddlery Association, Peter Blum , and his deputy Hermann Weinschild , the previous chairman of the Portfolio Association.

German saddler, upholsterer and porter association

From March 31 to April 2, 1920, a joint association day of the Saddlery and Portfolio Association and the Wallpapering Association took place in Halle an der Saale . The delegates decided to merge the two associations to form the German Saddlery, Upholsterer and Portfolio Association based in Berlin. Peter Blum was elected chairman and Franz Spliedt deputy chairman . At this point in time, the Saddlery and Portfolio Association had 28,281 members, 6584 of whom were women, and the Upholsterers Association 14,534, of which 1,564 were women.

At the Association Day of the Saddlery, Upholsterer and Portfolio Association in Dresden in June 1929, Chairman Peter Blum announced that 53.1% of the members were younger than 30 years. The delegates decided to introduce disability benefits. As Blum was no longer running for reasons of age, the previous vice chairman Friedrich Gerhardt was elected chairman of the association.

With the final break-up of the free trade unions on May 2, 1933, the saddlery, upholsterer and portfolioer association was also dissolved.

After 1945

After the Second World War , former functionaries of the upholstery, upholstery and portfolio companies were instrumental in founding the leather unions in the Trizone and the Soviet Zone . The former second chairman of the August Blume association was on 13./14. June 1946 elected first chairman of the newly constituting leather industrial union in Weißenfels . Theodor Ankermann, who was secretary of the Saddlery, Upholsterer and Portfolio Association in Offenbach from 1923 to 1933 , was elected the second chairman of the leather union when the leather union for the three western occupation zones was founded in April 1949 in Kornwestheim .

Structure and number of members

The German Saddlery, Upholsterer and Portefeuiller Association was divided into an executive board (eight members), an extended board (the eight members of the main board and nine assessors), district leaderships and local administrations. An association day was held every three years (1920 in Halle (Saale), 1923 in Offenbach, 1926 in Hamburg, 1929 Dresden and 1932 in Stuttgart ).

At the end of 1928 a total of 181 local administrations with 31,406 members (including 5,988 women) belonged to the association.

Purpose of the association and support of the members

According to § 2 of the status of 1932, the purpose of the German Saddler, Upholsterer and Portefeuiller Association was to "protect and promote the intellectual and material interests of its members by merging them into a common fighting organization with the aim of realizing socialism."

This purpose should be achieved by:

  • a) Achieving the most favorable wage and working conditions [...]
  • b) Support for members who become unemployed as a result of disciplinary measures or lockouts due to their work for the association,
  • c) Enlightenment and education of the members, cultivation of solidarity and social intercourse by holding regular meetings and holding lectures,
  • d) maintenance of occupational statistics,
  • e) Promotion of all efforts aimed at the socialization of the entire economy and securing the workers' right of co-determination,
  • f) Composition of the works councils by [...] members,
  • g) Formation of youth and apprenticeship departments for the purpose of instruction and professional training of apprentices.

The association provided financial support to its members in the event of unemployment, illness or disability, as well as during a strike, in special emergencies and in the event of death. In addition, the members were able to receive legal protection free of charge.

Publications

The association gave the magazine Sattler-, Tapezierer- und Portefeuiller-Zeitung. Organ for the promotion of the general welfare of all workers, workers and apprentices employed in saddlery, portfolio, leather accessories and travel effects businesses, as well as in the wallpapering trade and related secondary occupations, as well as the youth magazine Weggenosse .

International connections

According to its membership structure, the German Saddlery, Upholsterer and Portfolio Association was integrated into two international trade union organizations. With the saddlers he was represented in the International Association of Shoe and Leather Workers (based in Nuremberg) and with the upholsterers in the International Union of Woodworkers ( Dutch Internationale Vereniging van Hout-bewerkers , based in Amsterdam ).
