Diana Paulette Wallis (born June 28, 1954 in Hitchin , Hertfordshire ) is a British lawyer and politician ( LibDem ). She was a member of the European Parliament from 1999 to 2012 and Vice-President from 2007 to 2012 .

career

Education

Wallis studied at the University of London History and graduated with a Bachelor of Arts with honors. She then graduated from the University of Kent with a Master of Arts in Local Government in 1976 . She then studied law at the Universities of Zurich and Liège and the College of Law in Chester .

Legal practice

In 1984 she was a solicitor admitted (lawyer) and was followed up in 1999 in London and Hull working in private practice. She specialized in cross-border disputes within Europe and international private law . She also taught comparative law and European business law at the University of Hull .

Since leaving the European Parliament, Wallis has been working in the field of alternative dispute resolution . She is accredited as a mediator at the Center for Effective Dispute Resolution (CEDR) and sits on the Board of Directors of the International Mediation Institute (IMI). She is also a member of the governing body of the Academy of European Law in Trier . Since September 2013 she has been the President of the European Law Institute (ELI).

Political activity

Wallis was elected to the County Council of Humberside in 1994, after which it was dissolved during the administrative reform in 1996, she held the corresponding function in the Council of the East Riding of Yorkshire . She was Vice Mayor of the East Riding from 1995 to 1999.

In the European elections of 1999 it was in the European Parliament voted where they constituency of Yorkshire and the Humber represented and the liberal group ALDE joined. She was re-elected in the 2004 and 2009 European elections . Until spring 2007, Wallis headed the European Parliament's delegation for relations with Switzerland , Iceland and Norway and the Joint Parliamentary Committee of the European Economic Area . Together with Stewart Arnold and Ben Idris Jones, she published a book on the EU's relations with these countries in 2002 ( Forgotten Enlargement: Future EU Relations with Iceland, Norway and Switzerland , London: Center for Reform).

As a parliamentarian, she advocated direct democracy initiatives and in particular the European Citizens' Initiative , which was finally introduced in 2009 with the Lisbon Treaty . In addition, she strongly supported the establishment of the Europe-wide uniform emergency number 112. She was also largely responsible for European legislation in the field of international private law, including as rapporteur for the Brussels-I- (jurisdiction and recognition and enforcement of decisions in civil and Commercial matters) and the Rome II Regulation . She also led the preparation of a report on the role of national judges in the EU legal system ("Wallis report").

From 2007, Wallis was Deputy President of the European Parliament . She was also a member of the Legal Affairs Committee and the Petitions Committee of Parliament. On January 19, 2012, she declared her resignation from the European Parliament on January 31, 2012, after her presidential application was unsuccessful.
