The Left Party Executive
The party executive committee of the party Die Linke is the highest body of the party between the party congresses . It is the party's political leadership body and represents it. The party's executive committee is based in the Karl-Liebknecht-Haus in Berlin-Mitte . His rights and obligations are regulated in §§ 18–20 of the federal statutes of the party Die Linke.
composition
The party executive consists of 44 members who are elected by the party congress. Among them are the twelve members of the executive board. In the election of the first party executive on June 16, 2007, two party chairmen , four deputy party chairmen, the federal manager and the federal treasurer were directly elected. The remaining four members of the executive board were elected in accordance with the federal statutes at the constituent meeting of the party board on June 18.
The 2nd federal party congress of the LEFT on May 15 and 16, 2010 in Rostock re-elected the party executive and resolved to amend the party's statutes. Accordingly, the party executive committee consists of the two chairmen, four deputies, two federal managing directors, the federal treasurer and three other members, who are elected by the extended executive committee from among its ranks.
The founding board was elected for one year, otherwise the regular electoral period is two years (according to PartG ).
Members of the party executive with an advisory vote are the chairmen of the left parliamentary group in the Bundestag, a representative of the confederal parliamentary group of the United European Left in the European parliament and a representative of the left youth ['solid] .
The following are invited as permanent guests:
- the country chairpersons (one for each country);
- the representatives of the LEFT on the board of the European Left Party;
- the chairman of the Federal Arbitration Commission;
- the chairman of the Federal Financial Audit Commission;
- a representative of the board of the student union Die Linke.SDS;
- the head of the federal office;
- the personal assistant to the chairperson;
- the press officer;
- the chairman of the council of elders;
- the division heads of the federal office;
- a representative in the Conference of Group Chairmen;
- a representative of the general works council.
As with all internal elections of the left, a quota for women applies to the election of the party executive . In addition, the statutes of the Left stipulate that a maximum of 22 of the 44 members of the party executive committee may be members of a parliament at European, federal or state level.
tasks
As the highest body between the sessions of the party congress, the party executive is responsible for all political, organizational and financial questions that do not fall within the competence of the party congress. This particularly includes statements on current political issues.
The party executive organizes the party congresses and meetings of the federal committee (formerly the party council) and is responsible for the implementation of their resolutions. When these bodies refer applications to the party executive committee, the party executive committee must decide on them.
The party executive supports the state associations and nationwide alliances of the party and coordinates their work. Furthermore, the party executive maintains international relations with other left parties in Europe ( European Left Party ) and the world.
Bundestag election campaigns are prepared by the party executive as well as the convening of the federal representative assembly to draw up the federal list for the elections to the EU parliament.
The party executive determines the number of delegates for the federal party congress and the federal committee.
Working method
The distribution of tasks within the party executive committee is determined by the executive committee, unless otherwise stipulated in the federal statutes, the federal financial regulations or resolutions of the party congress. It gives itself rules of procedure for its regular meetings.
The party executive board takes care of the ongoing political and organizational work in accordance with the resolutions of the entire board, whose meetings it prepares and to which it is obliged to inform about all resolutions and measures.
The party is represented in court or out of court by the two chairmen or two board members. This corresponds to the regulations of the BGB § 26 Abs. 2.
The party executive is accountable to the party congress. The entire party, in particular the federal committee, the state executive boards and the nationwide associations, must be informed of its decisions. The information of the individual members takes place through the public relations of the party.
