The young road construction engineer Pedro originally came to the small, central Portuguese village of Águas Altas to plan and build an important connecting road, but work has stopped and he is waiting for his return to the big city. Out of boredom and because he has now enjoyed winning over the village and its residents, he runs a website about the village, which nobody in the village or outside is interested in. When a Spanish beverage company introduced a new product called Aguas Altas and needed the internet domain used by Pedro for the right marketing campaign , the company quickly tried to extort it from the village with a threat of legal action. This provokes bitter resistance from the residents, but also diverse discussions and camp formation. A Spanish company representative then comes to the village to get the domain with cunning and money, the international press then stages a David versus Goliath media event, and Portuguese politics sees itself threatened by domestic and foreign political entanglements.

The film plays with the old rivalry between the overpowering Spain and the smaller Portugal, which does not want to be patronized by its arrogant neighbor. But also the contrast between the quiet province and the central government in bustling Lisbon is the subject of the film, as well as the supposedly typical character traits of the common people and the Portuguese mentality, which with all its peculiarity and all pride in the end supposedly always a compromise and a reason to celebrate finds.
