action

Evan Lake is a highly decorated CIA veteran and Intelligence Star recipient who was reduced to a desk job at Langley with his protégé and close friend Milton "Milt" Schultz. Twenty-two years ago, Lake was captured and tortured by terrorist Muhammad Banir during an operation in Africa by repeatedly beating his head and mutilating his ear. During the extraction and subsequent explosion, Banir was missing and considered dead, although Lake never believed it and has since tried obsessively to find Banir. Lake now has early-stage frontotemporal dementia as a result of the trauma he suffered under torture , and his boss views him as an obligation to the agency.

In Bucharest, police are pursuing a Kenyan citizen, Abdi, who is carrying a mysterious USB drive. A chase ensues, and instead of giving up on himself, the courier throws himself off a bridge and drives. Romanian Secret Service retrieves the drive and body, but the data is corrupted so it is subsequently sent to the CIA. Milt is hit by large amounts of an experimental drug used to treat thalassemia, which is confirmed in the USB data. The drugs are intended for an anonymous Kenyan customer and come from a clinic at the University of Bucharest, which was run by Professor Dr. Iulian Cornel is headed. Since thalassemia is hereditary, Milt concludes that Banir was able to supply the drug through an intermediary, Dr. Wangari, ordered. He tells Lake who asks his superiors to find Banir. However, they still believe he is dead and refuse. Lake later has a violent breakout during a search and immediately resigns. During this time, Banir in Kenya sends his husband Aasim to Bucharest to find out why Abdi did not deliver the drug. Lake tells Milt about his mental deterioration, which becomes more apparent as the film progresses. When Lake decides to go to Romania, Milt goes with him.

In Bucharest, the men meet Michelle Zubarain, a former journalist, potential agent, and See's one-time love who has information about Cornel, who supplies the drug Banir needs. The trio meets with the professor and forces him to acknowledge his role and admit that Banir is forcing him to travel to Kenya. When Lake, Milt, and Michelle leave the professor's office building, Aasim sees them. The next day, the three return to the professor's office, hoping to follow whoever the professor meets. They watch until the professor comes outside to meet Aasim, but Aasim spots them and runs. While Lake is stealing the professor's money, drugs, and passport to spend in Kenya, Milt catches Aasim and cuts his throat, effectively preventing him from contacting Banir. Michelle finds a makeup specialist who helps Lake transform into a professor. Then Lake and Milt fly to Mombasa. The disguise works, and Lake is driven from the city to Banir's hiding place and is finally alone with Banir through a trick and a small hand-to-hand fight. Lake reveals himself to the terrorist, but at that moment has a fit of dementia-induced flashbacks in which the differences between the young terrorist who mutilated Lake twenty-two years ago and the now aging, fragile and terminally ill man are very clear. Without further action, Lake Banir abruptly leaves.

The next day, Lake and Milt are strolling through the pool and garden of their hotel in Mombasan, which is full of people when a gunshot sounds and a young Kenyan driving past the lake suddenly falls. Lake sees that Milt has also been hit (not fatally) and returns fire to the gunmen, ultimately killing them both and being shot twice himself. Understanding that Banir sent them, he takes their vehicle and drives back into the night to Banir's hiding place, where he has a brief (and vulnerable) knife fight with Banir before killing him. But when he returns to Mombasa he is still losing blood and the flashbacks and voices return. Lake appears to be driving head-on into a truck. The closing moments of the film move with a voice-over from Lake to Arlington National Cemetery, Langley, Lake giving a speech, and Milt giving Michelle a souvenir of Lakes that is important to her.
