The European Union Police Mission for the Palestinian Territories (EUPOL COPPS) is the Police Mission European Union in the West Bank ( Palestine ). The aim is to establish a functioning Palestinian police force and a legal system based on the rule of law in Palestine. The mission works within the framework of the common security and defense policy and is led by the EU High Representative for Foreign Affairs and Security Policy . The abbreviation "EUPOL COPPS" is derived from the English term "EU Coordinating Office for Palestinian Police Support".

The mission is based in Ramallah, 20 kilometers north of Jerusalem, in the Palestinian Territories. EUPOL COPPS is also active on the territory of Israel. Europe as a mission actor, financier and personnel provider wants to help the rule of law in the domestic (police) and judicial area of ​​the Palestinian self-government and the emerging state of Palestine on its feet. 30 local employees and 53 international police officers from EU countries and third countries (Canada, Turkey and Norway) provide staff.

It quickly became apparent that the police were only the beginning of the engagement. The judicial system was quickly drawn into the EUPOL COPPS engagement. In addition to police officers, prosecutors, lawyers and civil experts are also involved in the mission. Two officers from Germany were deployed in Ramallah .

In parallel to EUPOL COPPS, the EU police mission European Union Border Assistance Mission Rafah (EUBAM Rafah) has been working as a support mission at the Palestinian-Egyptian border crossing in Rafah (Gaza Strip) since November 25, 2005. Following the closure of the gateway following the internal Palestinian conflict over Gaza in June 2007 and the takeover by Hamas , the implementation of EUBAM Rafah has been suspended since June 15, 2007.
