In security, deployment is understood to be the task-related activity of the deployment organizations . The term includes both the areas of external security and internal security , as well as disaster control , humanitarian aid and the like. An emergency worker is a member of the authorities and organizations with security tasks and other people involved. All forces deployed on site are under the command of the operations management .

A deployment site is understood to be the place where the authorities and organizations with security tasks as such or a specific task force are deployed. The place of use is sometimes also called place of use, place of occurrence, place of damage or place of accident. The Swiss term “ damage site” must be distinguished from this.

In the case of larger deployments, the area is broken down into deployment sections according to specialist services or spatial aspects. This division is made by the operational command according to tactical criteria. Associated with this is the creation of subordinate management structures (operational section management). Depending on the situation, the deployment site can be divided into different hazard areas , staging areas , front sections , etc. Special facilities for handling operations such as the staging room , respiratory protection and body protection assembly area, decontamination area and treatment area can also represent separate sections. Special service regulations and guidelines may apply at deployment sites.

A situation is used when there is an objective or subjective emergency for people, animals or property and this cannot be dealt with by oneself. An emergency situation without outside help is not yet an operation, but a situation that has no urgency in the sense of an emergency is still an operation.

The authorities and organizations with security tasks such as the police , fire brigade and aid organizations are involved in operations when medical, technical or public safety is at risk. Due to the urgency of these situations, these organizations have procedures in place that make an emergency response organizational, personnel and technical manageable.

In addition to the alarm and the technical device, this also includes social regulations such as voluntary work or legal special rights and right of way . As a rule, the return to the depot or the operations center (e.g. if there is understaffed ) is an operation (or is part of the operation) if this leads to the restoration of operational readiness. If there is an urgency and necessity, this can also be an emergency response.
