Emmanuel Issoze-Ngondet

Franck Emmanuel Issoze-Ngondet (born April 2, 1961 in Makokou , Ogooué-Ivindo , † June 11, 2020 in Libreville ) was a Gabonese diplomat and politician of the Parti Démocratique Gabonais (PDG), who became Prime Minister of Gabon on September 29, 2016 was. On January 11, 2019, President Ali-Ben Bongo Ondimba appointed Julien Nkoghe Bekalé as the new Prime Minister by decree and appointed Issoze-Ngondet as the republic's mediator.

Life

Studies and diplomatic career

Issoze-Ngondet, who belongs to the Bakota people, began studying public law and political science at the University Center for Political Science and Development in Libreville after attending school in 1982 , which he obtained in 1986 with a master’s degree (Maitrise de Droit Public et Science Politique) completed. He completed a subsequent postgraduate degree in diplomacy at the Ecole Nationale d'Administration (ENA) in Libreville in 1988. In 1988 he entered the diplomatic service and was initially a study officer in the Contracts and International Agreements department of the Ministry of Foreign Affairs and then from 1990 to 1991 Counselor for Culture at the Embassy in Cameroon . He was then employed as First Counselor at the Embassy in the UK from 1991 to 1993 and at the Embassy in Canada from 1993 to 1994 . After a subsequent activity as first counselor at the embassy in the Federal Republic of Germany , he returned in 1997 and was initially head of the America department in the State Department before he was head of the European department of the State Department between 1998 and 2000.

Then Issoze-Ngondet was ambassador to South Korea between 2000 and 2006 . As such, he was also from 2003 to 2006 as ambassador to Thailand and further between 2004 and 2006 as ambassador to the Philippines accredited . He then acted as ambassador to Ethiopia from 2006 to 2008 and was also accredited as ambassador to Kenya between 2007 and 2008 . He then held the post of Permanent Representative to the United Nations in New York City from 2008 to January 2009 .

Minister and Prime Minister

After his return to, he served between January and August 2009 as Minister for Energy, Hydropower and New Energies (Ministre de l'Energie, des Ressources Hydrauliques et des Nouvelles Energies) in the government of Prime Minister Jean Eyeghe Ndong and also in the subsequent government from Prime Minister Paul Biyoghé Mba from June to October 2009 as Minister for Relations with Parliament and Constitutional Institutions (Ministre des Relations avec le Parlement et les Institutions Constitutionnelles) . He then took over his previous function as permanent representative at the UN and held this until January 2011.

After his return to Gabon, Issoze-Ngondet, who is a member of the Parti Démocratique Gabonais (PDG), was appointed Minister for Budget, Public Accounts and the Civil Service and in charge of State Reform (Ministre du Budget, des Comptes Publics et de la Fonction Publique, chargé de la Réforme de l'Etat) was appointed to the government of Prime Minister Paul Biyoghé Mba. In the elections of December 17, 2011, he was elected as a candidate of the PDG to be a member of the National Assembly and represents the first constituency of the Ivindo department in this.

After Prime Minister Raymond Ndong Sima took office , he succeeded Paul Toungui as Foreign Minister , Minister for International Cooperation, Francophonie and Regional Integration (Ministre des Affaires Etrangères, de la Coopération Internationale, de la Francophonie et de l'Intégration Régionale) in February 2012. and kept this ministerial office in the subsequent government of Prime Minister Daniel Ona Ondo from January 27, 2014 to September 29, 2016. As such, he was also awarded the title of Minister of State (Ministre d'Etat) in September 2015 .

On September 29, 2016, Issoze-Ngondet finally became Prime Minister himself, succeeding Daniel Ona Ondo. This made him the first Prime Minister of Gabon to be born on August 7, 1960 after the country gained independence.
