Ernst Hagenmeyer studied electrical engineering at what was then the Technical University of Stuttgart and graduated with a degree in engineering . 1968 doctorate he attended the now renamed University of Stuttgart with Helmut Böcker with work measuring the electric field strength in the direct field from the field of high voltage - DC transmission to Dr.-Ing. He then worked at Électricité de France (EDF) in Paris, later at the Technical Works of the City of Stuttgart AG (TWS) and as head of the "Network Operation" department and head of "Sales" at Energie -versorgung Schwaben (EVS) .
