Ernst Wilczok

Ernst Wilczok (born August 30, 1922 in Bottrop ; † March 4, 1988 in Essen ) was a German local politician , Lord Mayor of Bottrop and a member of the SPD's state parliament .


education and profession

Ernst Wilczok attended elementary school and business school and obtained secondary school leaving certificate in 1938. He then completed a commercial apprenticeship and passed the sales assistant examination in 1941. He then worked, interrupted by military service and imprisonment from 1941 to 1945, until 1951 as a commercial clerk at Rheinstahl AG in Bottrop. From 1951 to 1972 he worked as a mine director on the board of the Rheinpreußen AG in Homberg. In 1945 he became a member of the mining industry union .

politics

Wilczok joined the SPD in 1948. From 1954 to 1958 he was chairman of the SPD city association Bottrop and chairman of the Bottrop subdistrict from 1976 to 1982. From 1948 to 1988 he was councilor of the city of Bottrop. He was Lord Mayor of Bottrop from 1949 to 1961, from 1964 to 1974 and from 1976 to 1988. From 1961 to 1964 he chaired the SPD parliamentary group in the Bottrop city council.

From July 26, 1970 to May 29, 1985, Wilczok was a directly elected member of the 7th , 8th and 9th Landtag of North Rhine-Westphalia for the constituency of Bottrop (constituency 98 and 90 respectively).

Wilczok was very committed to maintaining his hometown Bottrop during the reorganization of the Ruhr area . He managed in advance to prevent Bottrop from being incorporated into Essen . When the goal was achieved in January 1975, namely the merger of Bottrop with Gladbeck and Kirchhellen ( Glabotki ), his party did not elect him again as candidate for mayor. In the decisive vote at an extraordinary meeting of delegates of the Bottrop SPD on May 10, 1975, he was defeated by his opponent Theo Knorr with 116 to 106 votes. He was also defeated in the election for chairman of the new SPD sub-district Bottrop in July 1975, this time clearly. However, when the Constitutional Court ruled Gladbeck's independence, Wilczok was reactivated. He prevented incorporation into Essen or Oberhausen and achieved that Bottrop, together with most of Kirchhellen, remained independent on July 1, 1976.

Memberships

From 1951 to 1961 he was a member of the state board of the North Rhine-Westphalia City Council. 1972 to 1974 he was chairman of the North Rhine-Westphalia City Council and 1974/75 member of the Presidium of the German City Council . He was a member of the landscape assembly of the Regional Association of Westphalia-Lippe from 1956 to 1961 and a member of the SVR ( Siedlungsverband Ruhrkohlen district ) from 1970 to 1979. From 1979, he was also a member of the KVR ( Ruhr Area Municipal Association ).

Honors

The Bottrop Rathausplatz, Ernst-Wilczok-Platz, is named after him.
