Francesco Manno first trained with a goldsmith. He then moved to Vito d'Anna's workshop for a short time . After his death in 1769 he joined the family business of his brothers Antonio , Vincenzo (1760–1821) and Giuseppe , which developed into one of the leading art workshops in Palermo of the late 18th century. In 1786 he went to Rome to study with Conca pupil and art writer Francesco Preziado della Vega . Through the mediation of Cardinal Maffei, Manno came to the famous school of Pompeo Batoni , through which he continued to develop artistically.

On June 5, 1786, he received first prize from the Accademia di San Luca for his painting " Cloelia crosses the Tiber" , of which he became a member on January 19, 1806. On August 10, 1794 he was admitted to the Pontifical Academy of Fine Arts and Literature in Rome, and in 1808, 1814 and 1821 he was its regent.

Manno was one of the favorite painters of the incumbent Pope Pius VI. (1775–1799), through whose recommendation he painted frescoes and panels in churches and palaces . In 1830 the elderly artist returned to Sicily, where his last work was frescoes in the archbishopric palace of Monreale . He died in Rome in 1831.
