Franz Xaver Wolfgang Prince of Orsini and Rosenberg (born April 6, 1723 in Vienna ; † November 14, 1796 ibid) was an important representative of the von Orsini-Rosenberg family . He initially worked in several countries as a diplomat for the Archduchy of Austria, then as an advisor and chief steward at the court of the Grand Duke of Tuscany and finally in the same function at the imperial court in Vienna. Life

Franz Xaver was the eldest son of Count Wolfgang Siegmund von Orsini-Rosenberg . After studying law in Vienna, he worked as an Austrian diplomat in London, Milan (1748–50), Copenhagen (1750–57) and Madrid (1757–65). Here he led the negotiations at the Spanish court about the marriage of the Austrian Archduke Peter Leopold to the Infanta Maria Ludovica of Spain . Orsini-Rosenberg finally accompanied the bride to the wedding on August 5, 1765 in Innsbruck. Emperor Franz I , Peter Leopold's father , died on August 18th . Since the latter had nominally held the position of Grand Duke of Tuscany since 1761, he now took over the government of the Grand Duchy.

At the express request of Peter Leopold, Maria Theresia sent Franz Xaver von Orsini-Rosenberg to the Florentine court as a consultant , with the condition that she kept reporting to her about what was going on in Tuscany. After the death of the first Tuscan minister Franz von Thurn-Valsassina on February 9, 1766, Orsini-Rosenberg took over his office as the chief courtier and head of the grand ducal state, war and finance offices. As such, he implemented a fundamental reform of the then desolate Tuscan administration, so that within a few years this country became one of the best-organized reform states of enlightened absolutism . He enjoyed the trust of Maria Theresa, who was just as domineering as she was mistrustful of her children, and that of her son Peter Leopold, who was striving for independence.

In 1772 he gave up his offices in Tuscany at his own request and returned to Vienna. From September 1772 he had Rosegg Castle built in the Rosegg domain in southern Carinthia , which he inherited from his father, who died in 1739, and was completed around 1775. On behalf of Maria Theresa, in 1774 and 1775 he accompanied Archduke Maximilian II. Franz , who later became elector-archbishop of Cologne, on his cavalier tour of Europe. In 1777 Orsini-Rosenberg was appointed by Emperor Joseph II as Chief Chamberlain and Conference Minister at his court. Although he enjoyed the emperor's confidence, he was rarely able to exert a moderating influence on his hasty reforms. After the death of Joseph II in February 1790, Peter Leopold was crowned Emperor Leopold II. During the coronation ceremony, this Franz Xaver von Orsini-Rosenberg elevated to the rank of imperial prince with the decree that this should also be passed on to his cousin Vinzenz von Orsini-Rosenberg and his descendants. Under Leopold as well as under his successor Franz II , Orsini-Rosenberg exercised the offices of State and Conference Minister and Chief Treasurer .

Orsini-Rosenberg died in Vienna in 1796 and was buried in Rosegg.
