Friedrich August Schwartz (born January 4, 1816 in Emmerich ; † February 14, 1892 ) was the first mayor of Oberhausen from 1862 to 1889 . During his tenure in 1874 Oberhausen received city rights.

After the municipality of Oberhausen (today Alt-Oberhausen district ) had been formed from several places in 1861 , Schwartz initially became provisional mayor in 1862.

From 1873 the old town hall, a predecessor of today's town hall , was built as his official residence. Schwartz was heavily involved in its planning. Its location was initially planned in a depression near the adjacent Oberhausen train stations, as the nucleus of a city center and as an urban link between the train stations and the residential areas. However, because Lake Concordia had formed at the site as a result of a subsidence in the mountains, the town hall had to be built further away from the train stations on the "Galgenberg". It was inaugurated in 1874.
