Gillian Patricia Shephard, Baroness Shephard of Northwold , née Watts, PC , DL , JP (born January 22, 1940 in Cromer , Norfolk ) is a British politician ( Conservative Party ).

life and career

Shephard was born Gillian Patricia Watts to Reginald and Bertha Watts. She attended North Walsham Girls' High School in North Walsham . She studied at St Hilda's College of the University of Oxford Modern Languages ( Modern Languages ) and graduated with a Master of Arts (Oxbridge and Dublin). Watts became a teacher and served as a school councilor for Norfolk County Council from 1963 to 1975. Shephard has been a justice of the peace since 1973 . From 1975 to 1977 she worked for Anglia Television . From 1977 to 1989 she was a member ( Councilor ) of the Norfolk County Council , 1982 to 1987 vice chairman.

Shephard has been married to Thomas Shephard since December 27, 1975. She has two stepsons. In 2000 she published her memoir , Shephard's Watch: Illusions of Power in British Politics .

Membership in the House of Commons

Shephard was elected to the Conservative Party in the House of Commons for the constituency of South West Norfolk in 1987 and represented this constituency until 2005. She held several positions as Parliamentary Secretary of State . From 1988 to 1989 she held this office under the then Economic Secretary to the Treasury and later Financial Secretary to the Treasury Peter Lilley .

From 1989 to 1990 she was State Secretary in the Department of Social Security, later in the Department for Work and Pensions . She was Minister of State in the Treasury from 1990 to 1992 . In 1992 she was admitted to the Privy Council . From 1992 to 1993 she was Secretary of State for Employment and for Women's Issues. Shephard was Minister of Agriculture, Fisheries and Food from 1993 to 1994. From 1995 to 1997 she was Secretary of State for Education (and Employment). With the change of power in 1997, she left the cabinet. From 1997 to 1999, she was a member of the House of Commons Commission as a member of parliament during the opposition of the Conservative Party.

The then chairman of the Conservative Party, William Hague , gave Shephard several shadow offices . 1997 Shephard was of Hague this was the same for the shadow chairman of the House of Commons (Shadow Leader of the House of Commons) "appointed" and remained until 1998. They Shadow Chancellor of the Duchy of Lancaster (Shadow Chancellor of the Duchy of Lancaster). From 1997 to 1999 she was Shadow Secretary of State for the Environment, Transport and the Regions.

Membership in the House of Lords

Shephard was named a Life Peer as Baroness Shephard of Northwold , of Northwold in the County of Norfolk , on June 21, 2005 . In the House of Lords she has been a member of the Selection and Procedure Selection Committees since 2007.

Shephard's political interests include constitutional issues , education , agriculture, and rural issues. On the House of Lords website, she lists France and the countries of Latin America as countries of particular interest .

She has been Vice President of the Israel Group since 2006. Shephard has been Chair of the Scientific Research in Learning and Education Group since 2007.

Party offices

From 1991 to 1992 Shephard was joint deputy chairman of the Conservative Party (Joint Deputy Chairman). From 2001 to 2003 she was Chair of the Conservative Candidates Development Unit . From 2002 to 2003 she was again deputy party leader. She has been Chair of the Association of Conservative Peers since 2006 and has been a member of the Conservative Party Board since 2007.

Further offices and honors

She was also active in several international bodies. From 2000 to 2007 she was a member of the Franco-British Council. Since 2005 she has been chairwoman of the Franco-British Society.

From 2003 to 2007 she was a member of the Committee on Standards in Public Life. She has been Chair of the East of England Biofuels Forum since 2003. She has headed the Video Standards Council since 2005 and has been the patron of the Workers Educational Association since 2006. She has also been President of the Norfolk Association of Local Councils since 2009.

In 1991 she became an Honorary Fellow of St Hilda's College. From 2000 to 2006 Shephard was a member of the Council of the University of Oxford . She has been Deputy Lieutenant of Norfolk since 2003.
