The Godorfer harbor (until 1960 Wesselinger port ) is the busiest Cologne harbor . It is located in Cologne-Godorf am Niederrhein at km 671.9 on the left.

history

In 1901 the Querbahn (HGK) opened on behalf of the Cöln-Bonner Kreisbahn . This 7 kilometer long freight route Brühl - Vochem - Berzdorf - Wesseling - Godorf led to the construction of the Godorf harbor which went into operation in 1901. In 1928 the first port basin went into operation. The Wesselinger Hafen was renamed in 1960. Back then, both Wesseling and Godorf were in the Cologne district . The renaming indicated the realignment to the Rhineland refinery of the Royal Dutch Shell in Godorf. The expansion project at that time was postponed after Godorf was incorporated into Cologne. In 1960/61 the oil port (port basin II) and the gas port (port basin III) were opened. In 1992, the Cologne-Bonn Railway (KBE) became the operator of Godorf Harbor in the Stadtwerke Köln group . The Godorf port became part of the ports and goods traffic Cologne AG. In 2006 goods traffic on the Rheinuferbahn was discontinued.

In the 1990s, the expansion discussion came up again. In addition to economic arguments, proponents cite the transport benefits as the main reason. They expect the expansion of Godorf Harbor to significantly reduce traffic congestion in other parts of Cologne. Critics of the expansion and above all the local residents fear the loss of a local recreational area in the south of Cologne and the Sürther Aue nature reserve .

Among other things, it supplies the region's chemical industry with mineral oil. The planned expansion to include a fourth port basin was politically controversial; In September 2019, the Cologne City Council finally stopped the expansion plans.

Infrastructure

The Godorf Harbor currently has three harbor basins with a water surface of 192,900 square meters and a land area of ​​170,200 square meters. In 2011, around 966,000 tons of bulk goods - mainly gravel, salt and moisture hydrate - as well as almost 5 million tons of liquid and gaseous hydrocarbons were handled there.

In the three port basins , bulk and liquid goods are mainly handled. Pipelines lead from the berths for the handling of liquid goods directly to the plants of the surrounding companies Shell and Basell .

The Häfen und Güterverkehr Köln (HGK) has been striving to expand a fourth port basin since the early 1990s. In September 2006, the Cologne district government approved the planning approval for the port expansion. At that time, the HGK's supervisory board chairman was Johannes Eckard Waschek. The SPD politician Michael Zimmermann has chaired the HGK's supervisory board since January 2010.

With the expansion, the HGK wants to respond to the traffic volume that has been increasing for years. Transport scientists predict that truck traffic in the region will double by the year 2025. Particularly in container traffic, there are high growth rates, for which capacities would have to be expanded. Cologne has a disadvantage here, as the city only has one suitable terminal. By eliminating the need to transport containers from industrial companies in the south of Cologne to Niehler Hafen in the north of Cologne, tens of thousands of truck trips across Cologne's urban area could be saved each year. The capacities for containers and combined transport are already being adjusted in numerous sea and inland ports . In Cologne, too, this has already happened in the port of Cologne-Niehl. A strengthening of the Godorf harbor is also important with regard to the local industry, which is calling for this expansion. That is why the Chamber of Commerce and Industry and the German Federation of Trade Unions support the expansion. A traffic science report confirms a high demand for space for container handling in the south of Cologne.

A report by the Transport Science Institute of the University of Cologne commissioned by the City of Cologne also proves this positive effect for Cologne as a location. Further supporters are above all the Cologne SPD and the Cologne CDU.

Proponents of expansion continue to argue that a good infrastructure is an important location factor for an industrial location like Cologne. He creates jobs and maintains competitiveness. Given the enormous growth, there is no question that more container handling capacities would be required.

On July 5, 2011, the HGK let 12 hot air balloons soar into the Cologne sky. The port company wanted to show the volume of CO 2 saved every day by expanding the Godorf harbor. Vigil in the Sürther Aue

A vigil has been taking place in the Sürther Aue since Sunday, January 25, 2009, 3 p.m. The Association for the Environment and Nature Conservation (BUND) Cologne together with the Action Group Contra Extension Godorfer Hafen, the NABIS e. V., Bündnis90 / Die Grünen and the Kölner Baumschützer citizens' initiative set up the vigil to prevent the clearing and deforestation of the Sürther Aue by the Häfen und Güterverkehr Köln AG (HGK). Judicial review and construction freeze

The administrative court and the higher administrative court based their decisions unanimously on the opinion that no uniform planning approval procedure should have been carried out by the district government for the entire project, but that individual procedures should have been carried out on various project components for which the district government was not exclusively responsible. The decisions, however, hardly deal with the port project itself.

Survey of residents by the city of Cologne

After the Higher Administrative Court for the State of North Rhine-Westphalia finally rejected the granted planning approval decision, the City of Cologne carried out a residents' survey on July 10, 2011. All residents aged 16 and over were entitled to vote. The City Council of Cologne had set a quorum of 10%: at least 87,901 votes had to be given to one of the possible answers (“Yes” or “No”) for the Council to follow the results of the residents' survey in the form of a voluntary commitment. Since the quorum, with 57,307 yes and 72,787 no votes, was not achieved, the legal status from before the survey continues.

Suspension of planning

In September 2019, the Cologne City Council finally stopped the expansion plans.
