The Jerusalem Governorate ( Arabic ممحافظة القدس, DMG Muḥāfaẓat al-Quds ) is a governorate of the Palestinian Authority or the State of Palestine . The district capital or Muhfaza (seat) is East Jerusalem . The governorate has two subdistricts: Jerusalem J1 and Jerusalem J2. Jerusalem J1 comprises the parts of the West Bank that were annexed by Israel in 1980 and belong to the Israeli community of Jerusalem. Jerusalem J1 is usually referred to as East Jerusalem. Jerusalem J2 includes the parts of the governorate that are not included in J1.

According to the Palestinian Central Bureau of Statistics, the governorate had 435,753 inhabitants as of mid-2017. By 2020 this number rose to 461,666 inhabitants.

Demographics

The population is on average very young and around 35.9 percent are younger than 15 years, while only 3.9 percent are over 65 years old. In 2017, according to a census, 97.7 percent of the population was Muslim and 2.2 percent were Christian . Residents of Jewish settlements were not included. 61.2 percent of the total population were refugees or displaced persons in the same year.

After the Arab-Israeli War of 1948 , Jerusalem was divided. West Jerusalem came under Israeli rule and East Jerusalem, including the Old City, was controlled by Jordan until 1967 . In the 1967 Six Day War , Israel occupied the West Bank and united the two parts of the city. East Jerusalem was combined into one municipality along with other parts of the West Bank and West Jerusalem. However, according to an agreement between the PLO and Israel, Palestinian residents of East Jerusalem who so choose can also vote in elections within Palestine, and those who have acquired Israeli citizenship can vote for the Knesset , the Israeli parliament .
