The state border between Norway and Russia ( Norwegian Russergrensen , Russian Российско-норвежская граница Rossijsko-norweschskaja graniza ) consists of a 197.7 km long land border between Sør-Varanger , Norway, and the Pechengski Russia, Russia rajon ( нерагйснич ) ( Russian Пенич ) In addition, there is a 23.2 kilometer long maritime border in the Varangerfjord ( Norwegian Varangerfjorden , Russian Варангер-фьорд ). There is also a border between the exclusive economic zones of the two countries in the Barents Sea and the Arctic Ocean . Between 1944 and 1991 it was the border between Norway and the Soviet Union . There is a single border crossing on the E105 near Storskog , Norway and Borissoglebski ( Russian Борисоглебский ), Russia.

The Norwegian side is monitored by the garrison of Sør-Varanger and subject to the jurisdiction of the Norwegian Border Commissioner, while the Russian side of the FSB - Border Service of the Federal Security Service of the Russian Federation is monitored. Two thirds of the border are followed by two rivers, the Pasvikelva and the Jakobselva .

An administrative border was defined as a mark in the "Treaty of Novgorod " in 1326 and stipulated which parts of the Sami of Norway and the Novgorod Republic could be taxed. The exact course of the border was determined by a treaty in 1826 and has remained largely unchanged to this day. In 1920 the area around Petsamo was ceded to Finland and the border became part of the Finnish-Norwegian border . So Norway and Russia were no longer neighbors. Petsamo was ceded to the Soviet Union in 1944 and the Norwegian-Soviet border was established accordingly. During the Cold War , the border was one of NATO's two borders with the USSR . From 1991 to 1999 it was the only border between Russia and NATO. It is Norway's youngest unchanged border. There have been disagreements over the border between the EEZs of the two countries since the 1960s, but this was resolved by a delimitation agreement in 2010.
