The HTBLVA Wien 5 Spengergasse is an Austrian vocational higher technical school in Vienna and is one of the five technical and commercial training institutions in Austria. It has 2,200 students and 220 teachers. About two thirds of the students are taught in the computer science department . In addition, the departments “Biomedicine and Health Technology”, “Design” and “Industrial Engineer - Technical Management” offer various training and further education opportunities for young people and adults .

The educational institution was founded on January 11th, 1758 by Empress Maria Theresa as the "kk commercial drawing academy". Even then, the immediate reason for founding the company was the lack of textile specialists. The beginning of the school operation was very modest: The new school started with six students in the poorly equipped room of a palace in downtown Vienna. In 1785 there were already 108 students and with the increasing industrialization of Austria, the importance of the school also grew. In the following century it was associated with the Polytechnic and when it became the Technical University, it regained its independence. The growth of the Austrian textile industry in the 19th century made a further expansion of the school necessary and since 1881 it has been known as the Lehranstalt für Textilindustrie.

After the collapse of the Austro-Hungarian monarchy, the school was the only textile-technical training facility in what was now the Republic of Austria. Their range of tasks therefore had to be expanded to include all areas of the textile industry. In 1921 it was converted into a higher education institution called the “Federal Teaching and Research Institute for the Textile Industry” and expanded to include a chemical department and a textile sales department. This was mainly possible because a larger building, namely the former Kk Landwehr equipment main depot in Vienna 5th, Spengergasse 20, could be acquired.

IT training

In 1971 a large IT system (IBM System / 360 Model 25 with 32 KB main memory) was put into operation, the existence of which also enabled the establishment of a "high school graduate course for electronic data processing".

In 1981/82 the high school graduate course became the higher department for computer science, which is the largest department of the school today. In the 1998/99 school year, the current curriculum, which is to be discontinued and provides for a distinction between three training priorities from year 4 onwards, was introduced. The curriculum for IT and organization was replaced in September 2009 by the curriculum for computer science introduced as a school trial.

As part of the training in computer science, since 2007 in the 1st – 3rd Year also led a class with English as the working language.

Industrial Engineer Department - Technical Management

After the decline of the Austrian-based textile industry and the textile-technical and textile-chemical departments, curricula for company management with a textile training focus were initially offered in the 1990s, which resulted in several development stages in the 2012/2013 school year in the higher education institution "Industrial Engineer - Technical Management". This training builds on the curriculum for industrial engineers, but is supplemented by the location-specific curriculum “Technical Management”. In addition to subject-specific teaching content in applied computer science, corporate management / business law and industrial engineering, this specialization offers relevant theoretical and practical lessons in the two major areas of "process management" and "product management". It thus takes into account the requirements of the economy. The lessons are partly carried out in cooperation with the research institute for textile technology located at the site and thus offer students a.o. a. the opportunity to work in the testing laboratories under conditions that can also be found in industry. There are also numerous partnerships with business and the university sector.

Design department

In addition to the traditional textile-technical and textile-chemical training courses, the technical school for pattern drawing was finally expanded in 1976 to include a higher department for design and fashion drawing. Since 1999, the textile design training has been gradually replaced by new training content. The current curricula are; "Higher School for Media - Animation", "Higher School for Media - Game Design" and "Higher School for Interior and Surfacedesign".

Medical informatics department (focus on biomedical and health technology)

In the 2010/11 school year, the biomedical and health technology department was founded with a focus on medical informatics. The aim was to take account of the increasing penetration of all medical areas with technology and IT (keyword " electronic health record" ELGA). The associated intention of getting more girls interested in technical training has worked out from the start. Since its inception, around 30–40% of the students in this department have been women.

In addition to a core training in computer science (programming, network technology, medical information systems), medical device technology and biomedical signal processing, but also biology medicine and health economics are part of the content of this broad 5-year training course.

With diploma projects in the IT departments of various health facilities, at the Vienna Hospital Association or at supplier companies in the health sector, the students are optimally prepared for their future career.

As part of Sparkling Science, medical informatics students were able to successfully work on research projects at the Medical University of Vienna.

Technical college for information technology

In 1999/2000 the so-called technical college for data processing was introduced as a 3½-year training course. In contrast to the higher departments, it ends with a final examination instead of a matriculation and diploma examination. The training goal of the technical school is practical instruction in technical and business administration.

Following a reform of the curriculum from the 2016/17 school year, students in the third year of the technical school for information technology can now choose between the focus on network technology and media technology. The specialization enables a more targeted preparation for everyday working life according to the inclinations of the students.

After the final examination, there is the possibility of seamlessly entering the 2-year advanced course in computer science via a preparatory semester and completing the HTL Matura

All training focuses are carried out both in the form of a higher education institution (from 14 years) and as a college (from 17 years).

The College for Media - Game Design (for professionals) started in September 2019.

After the renovation was approved in 2006, the alternative accommodation for the IT department in Schellinggasse was adapted in the 2007/08 school year. From the 2008/09 school year, the school was housed in two locations:

  • The IT and Organization department at Schellinggasse 13 in the 1st district
  • The departments of operations management, art & design, IT evening, eGovernment and eHealth as well as the administration in Spengergasse 20 in the 5th district

The relocation of the IT department took place on February 15, 2012.

The renovation was done by Otmar Hasler ( Am Leberberg settlement ). The extension contrasts with its structural aluminum lamellar facade with the old structure. It is set apart from that and connected to it via glazed bridges on the upper floors and the auditorium below the access level. The aim of the concept is to unbundle the school branches and convert the perimeter block development into a campus- like facility.

Research institutions

The State Research Institute for Textiles , which has been affiliated since 1931, is part of the school as an independent testing, appraisal and advanced training institute for the entire textile department . Their employees are also active in the school at the HTL.

At the school site there is also the ÖTI - Institute for Ecology, Technology and Innovation run as a GmbH .

In 2003 the HTL Spengergasse was nominated at the Big Brother Awards Austria for the introduction of an obligation to visibly wear the edu.card student ID . The consortium data has taken up the issue and has made a request to the Ministry of Education. This announced that there is no obligation to wear it visibly. However, the school management continues to use student IDs. The student ID card could also be used for various functions, e.g. B. Copy can be used. There was also an automatic projector rental system. After the rental system was established, numerous projectors were stolen, as an unknown perpetrator with a student ID that had probably been forgotten at the copier was able to take it unhindered (the projectors were in compartments that could be opened with a card). After this setback and the criticism from data protection organizations, the planned introduction of numerous electronic locks and turnstiles in the school was not implemented. However, the student ID cards that must always be carried are equipped with RFID chips.

Discrimination

In 2010, the transsexual computer science teacher Andrea S. (formerly Walter S.) was exposed to discrimination in the service. The director Wolfgang Hickel is said to have advised her to leave the school. The parents' association, under the leadership of the board members Dietmar Doubek and Gerhard Burian, tried to stand up against the continued employment of the teacher. Doubek drew a lot of resentment with statements like "We are not here in the Löwingerbühne". Efforts to remove the teacher from her post failed due to opposition from the Ministry of Education. There was also criticism for the establishment of “psychological support” and an information telephone for the students, which was not necessary in other schools. The FPÖ , however, received encouragement for the behavior of the school organs . FPÖ education spokesman Walter Rosenkranz announced in a broadcast his solidarity with the parents' association. For the national chairwoman of the Aktionkritischer Schülerlinge, Iris Schwarzenbacher, who called for the director's resignation, “expressions such as reactionary or ignorant would probably best describe the statements of the school officials”.
