Here he became active with the Catholic Pennalie (later MKV ) Herulia . Subsequently, he began studying at the Faculty of Law and Political Science at the University of Vienna , which he received in 1935 as Dr. jur. completed. During this time he came into contact with the Vienna-based KÖStV Kürnberg , founded in 1900 , a color-bearing and non-striking student association and member of the Austrian Cartel Association (ÖCV), of which he became a member a few days before his 19th birthday on November 6, 1931 and was given the couleur name Schippsi . In 1933/34 he was senior of the student union for two semesters . Before that, he was first secretary in 1932/33 and consenior in 1933 .

After completing his studies, he entered the service of the Vienna City Administration , but was dismissed after the annexation of Austria in March 1938. He then entered military service when he was drafted into the armed forces. His last rank within the Wehrmacht was that of a non-commissioned officer . From 1939, Schipper had contacts with the Greater Austrian Freedom Movement ( Roman Karl Scholz group , Jacob Kastelic and Karl Lederer ). He was held in custody for three years on charges of preparing high treason ; however, the trial was suspended until the end of the war.

After the end of the Second World War , Schipper was rehabilitated as a magistrate official and then worked for a few years in the magistrate of the city of Vienna before moving to the Federal Ministry for Trade and Reconstruction in 1948 , where he became secretary to Minister Ernst Kolb . After Kolb's departure, who became Minister of Education, in 1952, Schipper remained in the Presidium of the Ministry of Commerce, where he went through a usual civil service career. During this time he received the professional title or official title of Section Council and Ministerial Council . As the successor to Franz Krisch , he succeeded Franz Krisch on January 1, 1964 as head of section and president. With the separation of the Ministry of Building from the Ministry of Economic Affairs, the Federal Ministry for Buildings and Technology and the Federal Ministry for Trade, Commerce and Industry existed from 1966 . There was a joint presidential section for both ministries under the direction of Schipper. At the beginning of 1978 the bearer of the Great Decoration of Honor for Services to the Republic of Austria retired.

Hans Schipper died on December 9, 1984 in his hometown of Vienna and was buried on December 17, 1984 at Vienna's Südwestfried (group 1, row 4, number 6) in his home district of Meidling. His wife Henriette (* 1916), with whom he had been married since October 15, 1938, survived him by more than twelve years and was buried at his side on January 9, 1997. Their son Johann Heinrich Schipper (1939–2017), a Colonel a. D. of the Federal Army , was also buried in the family grave. The two children Kurt (* 1943) and Eva (* 1957) also come from the marriage.
