After fleeing and being expelled, he came to Bremen with his family , where he graduated from high school in 1960. He served as a contract soldier in the German Armed Forces for three years , where he was promoted to officer. He then studied economics at the University of Hamburg ; During this time he was a member of the community of Danzig-West Prussian students .

Saenger worked in the education sector in Hessen . Most recently he was managing director of the CDU-affiliated Hessian Academy for Civic Education until 2004 .

He was involved in the Pomeranian Landsmannschaft and in the Association of Displaced Persons (BdV): for over twenty years he was the Hessian state chairman of the Pomeranian Landsmannschaft, from 1999 a member of the federal board of the Pomeranian Landsmannschaft and from 2007 until his death spokesman for the Pomeranian Landsmannschaft. Criticism of political statements

Saenger was criticized in 2009 because he had taken the view in the Preussische Allgemeine Zeitung (published by the Landsmannschaft Ostpreußen ) that "all the great powers" had shown "an astonishing readiness for war" before the Second World War . He also said: “Poland was particularly belligerent.” He had also expressed the opinion that “only England” had “made the war for Danzig into a global conflict.”

The President of the Federation of Expellees, Erika Steinbach , also a CDU member, defended against criticism in a press release by the BdV Saenger: "The facts presented belong to the basic knowledge of every contemporary historian." An attempt is made to the BdV in a "concerted action." “Lined up with history fakers,” she explained.

The General Secretary of the Central Council of Jews Stephan Kramer informed Minister of State for Culture Bernd Neumann in a letter in September 2010 that he was a member of the Foundation Flight, Expulsion, Reconciliation in protest against “revanchist positions” - the CDU politicians, Hartmut Saenger and Arnold , who were appointed as deputy members Tölg - to rest until further notice and reserve the right to leave.
