Chemnitz's rapid development into the most important industrial city in Saxony began before the turn of the century and continued under Sturm's leadership. During his tenure, the Chemnitz Opera House and the New Town Hall (Chemnitz) were built . Other important buildings that fell during his tenure were the construction and expansion of the Neunzehnhainer dams , the electrical works at the castle pond, the Altchemnitz gas station and the Heinersdorf sewage treatment plant. These important supply facilities became necessary as the number of residents increased rapidly and in 1910 already exceeded the 300,000 mark. During these years, the transport network was expanded, the city park expanded, the Küchwaldschänke opened and the Küchwaldkrankenhaus, the Reformrealgymnasium on Schloßstraße and the higher girls' education institution built on the Kaßberg .

Sturm died in office at the age of 57 and was buried in the Chemnitz municipal cemetery . He is the grandfather of Wolf Sturm .

The Heinrich-Sturm-Weg, laid out in 1917 in the city park, commemorates the former mayor.
