Herbert Engelbert Napp (born October 15, 1946 in Büttgen , today Kaarst ) is a German lawyer and politician ( CDU ) and was Mayor of Neuss from 1998 to 2015 .

Professional and political career

After graduating from the Quirinus-Gymnasium Neuss in 1966 , Napp studied law in Cologne and Bonn and graduated in 1976 with the second state examination. Until 1998 he worked as a lawyer, most recently as head of a law firm. From 1975 to 1998 he was a member of the city council from Neuss and 1993-1998 chairman of the CDU - faction . The city council elected him full-time mayor in 1998. In 1999, 2004 and 2009 Napp was re-elected mayor by direct election by the Neuss citizenship.

Napp did not run again in the 2015 mayoral election of Neuss. On September 13, 2015, Reiner Breuer ( SPD ) was elected as his successor. Napp left office with Breuer's swearing-in on October 21, 2015.

As mayor, Napp went to court against his own city in order not to have to pay off the additional income from advising RWE . In 2011 he could not prevail with this legal battle against the city.

Until the beginning of February 2015, Napp was head of the Rhine-Ruhr transport association (VRR) and is a member of the RWE AG Regional Advisory Board .

From 1998 to 2015 Napp was a member of the state board of the North Rhine-Westphalia City Council and the main committee of the German City Council. He was also chairman of the press committee from 2007 to 2015 and a member of the executive committee of the German Association of Cities from 2008 to 2015.

smoking ban

Napp is a vehement opponent of the non-smoking protection that has been in force in North Rhine-Westphalia since May 1, 2013 . Because of his passion for smoking (approx. 40 cigarettes per day) he is nicknamed “Vesuv von Neuss” within the city. In the summer of 2013, the Düsseldorf district government ordered that Napp was no longer allowed to smoke in his office: “The district government's justification: An official mayor's office as a smoking room is not the objective of non-smoker protection […]. Several people would be in the office for business reasons and thus exposed to a health risk. The pollutants would move into the carpet, into the wallpaper. 'Ten minutes of ventilation is not enough.' "

Napp, who describes himself as a pleasure smoker, wanted to continue smoking in his office despite official instructions. In a statement to the Düsseldorf district government, Napp u. a. firmly: “I can inform you that there are no carpets, curtains or upholstered furniture in my office. Apart from employees who are also smokers, I do not receive any visitors in my office. Guests are taken to a separate meeting room. " Bernd Hamacher, spokesman for the Düsseldorf district government, wanted to enforce the smoking ban in Napp's office with all legal means and stated: " A fine is conceivable from a technical supervisory point of view, the disciplinary spectrum ranges from salary cuts to impeachment. " Napp did not believe in impeachment proceedings and stated: " That would be far removed from any reality of the NRW municipal code. "

Private life

In 1980, Napp became king of the rifle at the Neuss Citizens' Shooting Festival . Napp is married for the second time, has three children and lives in Neuss.
