Horst Felber

Horst Felber (born October 23, 1929 in Chemnitz ; † May 29, 2008 ) was a major general of the Ministry for State Security (MfS) of the German Democratic Republic (GDR). From 1979 to 1989 he was first secretary of the SED district leadership in the MfS and from 1981 to 1989 a member of the Central Committee (ZK) of the Socialist Unity Party of Germany (SED) .

Life

Felber, the son of a saleswoman and a painter, attended elementary school in Chemnitz and joined the Hitler Youth (HJ) in 1943 at the age of 14 , where he was a comrade leader until the end of World War II . In 1944/45 he was a student at the teachers' college in Zschopau . After the end of the war, he initially worked as a farm worker in Niederrödern , but then attended high school until 1948 and passed the Abitur.

In 1948 Felber joined the Free German Youth (FDJ) and became a primary school teacher in Moritzburg . In 1951 he became a full-time functionary as FDJ secretary at the technical college for the textile industry in Chemnitz. In 1952 he was elected to the FDJ district leadership.

In 1952, Felber was hired by the MfS Chemnitz in Department VIII, responsible for investigations and observations. In the same year he was transferred to the main personal protection department at the MfS headquarters in East Berlin . 1953 Felber took part in a six-month qualification course at the University of the Ministry for State Security in Potsdam-Eiche . In April 1954 he became deputy head of department at the MfS University and joined the SED. In 1955/56 he attended a school of the Soviet secret service KGB in Moscow and then became head of department in the main cadre and training department and head of a working group at the MfS University. In 1960 he became head of the distance learning department there. From 1960 to 1964 he completed an external degree in education, psychology and history at the SED party college "Karl Marx" in Potsdam, where he was at times a history teacher.

In 1964 Felber became deputy department head, in 1969 department head in Main Department II, responsible for counter-espionage , and from 1968 he was also party secretary. In 1970 he became second secretary of the SED district leadership of the MfS and received his doctorate as a lawyer. In 1973 he was promoted to colonel . In 1979 Felber was appointed as the successor to Gerhard Heidenreich , 1st secretary of the SED district leadership in the MfS and major general. In 1981 he became a member of the Central Committee (ZK) of the SED.

In the course of the turnaround and the peaceful revolution in the GDR , Felber distanced himself on November 14, 1989 in an official letter from the longstanding Minister for State Security Erich Mielke and his speech on November 13, 1989 before the People's Chamber . Four days later, Felber resigned from his party positions, was released from active service in 1989 and dismissed in 1990.
