Hubert Wilhelm Hüppe (born November 3, 1956 in Lünen ) is a German politician ( CDU ). He was a member of the German Bundestag from 1991 to 2009 and from 2012 to 2017 . From 2009 to 2013 he was the Federal Government Commissioner for the Issues of People with Disabilities .

Life and work

After completing secondary school at St. Christophorus High School in Werne , Hüppe completed an apprenticeship for the upper class at the Lünen city administration. From 1982 he worked as a clerk at the youth welfare office of the city of Lünen in the field of kindergarten, local support for youth associations and family recreation. He finished his visit to the University of Applied Sciences for Public Administration in North Rhine-Westphalia with a degree in administrative management (FH) . Most recently, he was the city inspector at the city of Lünen.

Hubert Hüppe is married and has three children, of whom the youngest son was born with spina bifida .

Political party

Hüppe joined the Junge Union (JU) in 1971 and the CDU in 1974. From 1982 to 1990 he was a member of the JU state board in North Rhine-Westphalia and from 1983 to 1987 chairman of the JU district association Unna. Hüppe has been a member of the CDU district council in the Ruhr area since 1988 and has been the district chairman of the CDU Unna since 1989.

Member of the German Bundestag

On February 1, 1991, Hüppe replaced the resigned MP Bernhard Worms in the Bundestag and was a member of the German Bundestag until 2009 . From 1998 to 2005 he was deputy chairman of the Enquête Committee on Ethics and Law in Modern Medicine . From 2002 to 2009, Hüppe was the representative of the CDU / CSU parliamentary group for the interests of people with disabilities . From 2006 to 2009 he was also a member of the parliamentary group's executive committee.

In the 2009 Bundestag election , Hüppe ran in the constituency of Unna I , but could not win the direct mandate . Since the CDU was able to win many direct mandates in North Rhine-Westphalia, there were only very few places available on the state list and he did not move into the Bundestag again. After the death of MP Jürgen Herrmann in August 2012, Hüppe moved up to the German Bundestag. In the 2013 federal election he was elected via the state list of North Rhine-Westphalia.

During the 18th legislative period of the German Bundestag, he was a full member of the Committee on Health and the Committee on Labor and Social Affairs .

Federal Government Commissioner for the Disabled

On December 16, 2009, Hubert Hüppe was appointed by the Federal Cabinet as the Federal Government Commissioner for the Issues of Disabled People. With the formation of the grand coalition in December 2013, the office of the disability officer went to the SPD. The successor in office was Verena Bentele .

Hüppe is in favor of a ban on prenatal blood tests to detect trisomy 21 ( Down syndrome ).

Social Commitment

Hüppe is particularly involved in the right to life movement and has been Deputy Federal Chairman of the Christian Democrats for Life since 1986 . He is also a member of Lebenshilfe eV and the working group Spina bifida and Hydrocephalus eV The CDU parliamentarian supports the European citizens' initiative One of us , which demands that no EU funds go to projects or initiatives in which human embryos are destroyed. According to KNA, "this applies, for example, to embryonic stem cell research , human cloning or development aid programs that explicitly include abortion as a means of family planning." Hüppe emphasized that the approach of the initiative also corresponds to the policy of the federal government .

According to his own statement, on September 20, 2014, at the March for Life in Berlin , Hüppe was "physically attacked" by ZDF employees. ZDF confirmed that there was a dispute, but blamed Hüppe for the escalation. The employees only shielded their filming because Hüppe disturbed it and harassed the team.
