Hubert Hermans

Hubert Hermans (born March 20, 1909 in Cologne , † December 28, 1989 in Koblenz-Güls ) was a German lawyer , administrative officer and politician ( CDU ). As a representative of the unfortunate Adolf Süsterhenn , he was a member of the Parliamentary Council and is thus one of the "fathers" of the Basic Law .

Life

After graduating from the Kaiser-Wilhelm-Gymnasium in Cologne in 1927, Hermans studied law at the University of Cologne . He passed the first state examination in law in 1930 and worked as a court trainee in Brühl and Cologne from 1931 to 1934 . In 1932 he joined the Center Party . In 1934 he finished his studies with the second state examination in law. He then entered the judicial service and, because of his refusal to join the NSDAP , worked from 1935 to 1944 only as a non-civil servant judge and assistant judge at smaller local courts, most recently at the Koblenz district court . Here he received his appointment as a district judge in 1944.

After 1945 Hermans worked again as a judge in Koblenz . In 1946/47 he acted as regional court director at the Oberpräsidium Rhineland-Hesse-Nassau, was appointed Ministerialrat and in 1947/48 was the permanent representative of the Rhineland-Palatinate Minister of Justice. From 1948 to 1952 he headed the legal and legislative department of the State Chancellery of Rhineland-Palatinate .

Hermans was one of the founding members of the Christian Democratic Party (CDP) in September 1945, which later became the regional association of the CDU Rhineland-Palatinate . From 1946 to 1947 he was initially a member of the Advisory State Assembly and from 1947 to 1951 then a member of the Rhineland-Palatinate State Parliament . He was a member of the Parliamentary Council from May 5, 1949, when he replaced the retired deputy Adolf Süsterhenn , until May 23, 1949.

Because he was unencumbered, the Americans temporarily appointed him mayor of the Koblenz suburbs north of the Moselle in 1945 . From 1952 until he retired in 1971, he was the federal agent for the state of Rhineland-Palatinate, initially as a ministerial advisor and since 1963 in the position of state secretary . As chairman of the cultural advisory board at the Central Committee of German Catholics , he carried out the thankless task of familiarizing the Catholic public with the end of denominational schools, including through his speeches at the Catholic Days in Stuttgart (1964) and Bamberg (1966).

From 1973 to 1975 he was a member of the Enquete Commission for Constitutional Reform of the German Bundestag .

Hubert Hermans was since May 1953 with the Rhineland-Palatinate member of the state parliament Susanne Hermans , b. Hillesheim, married. The couple had two daughters.
