Sir Hugh Charles Clifford GCMG GBE (born March 5, 1866 in Roehampton , † December 18, 1941 ibid) was a British colonial governor .

Clifford was the grandson of Hugh Clifford, 7th Baron Clifford of Chudleigh . His father was Sir Henry Hugh Clifford , a major general in the British Army . From the father's marriage to Josephine Elizabeth, née Anstice, seven other siblings emerged, including the future Brigadier General Henry Frederick Hugh Clifford . Hugh Charles Clifford chose a career in public service, which he served from 1883 on the Malay Peninsula , where Sir Frederick Weld , a relative of Clifford, was High Commissioner. From 1887 he was the only British representative in Pahang .

On April 15, 1896, he married his first wife, Minna à Beckett. The marriage later gave birth to their children Hugh Gilbert Francis, Mary Agnes Philippa and Monica Elizabeth Mary. Also in 1896 he became resident in Pahang and held this office until 1899. He then took over the governorship in North Borneo . During his tenure until 1901, the administration of Labuan also fell under the jurisdiction of the governor of North Borneo. In 1901 he became resident of Pahang and in 1903 took over the function of colonial secretary in Trinidad and Tobago . In 1907, the year his first wife Minna died, he was transferred to the post of Colonial Secretary of Ceylon . In 1909 he was knighted as Knight Commander of the Order of St Michael and St George and on September 24, 1910 he married Elizabeth Lydia Rosabelle, née Bonham. He became the stepfather of EM Delafield , who later became known as an author.

From 1912 further assignments followed, until from December 26, 1912 to April 1, 1919 as governor of the Gold Coast , then from August 8, 1919 to November 13, 1925 in Nigeria , from 1925 to 1927 in Ceylon and from 1927 to 1929 in the Straits Settlements and High Commissioner of the Malay States. During the governor's tenure on the Gold Coast, he was represented in a lengthy absence by his deputies William Robertson and later by Alexander Ransford Slater . In 1921 he was appointed Knight Grand Cross of the Order of St. Michael and St. George and in 1925 Knight Grand Cross of the Order of the British Empire .
