Ian Balfour, 2nd Baron Balfour of Inchrye ( December 21, 1924 - April 14, 2013 ) was a British peer , politician and composer .

Life

Ian Balfour was born to Harold Harington Balfour, 1st Baron Balfour of Inchrye (1897-1988) and his first wife Diana Blanche Harvey († 1982), daughter of Sir Robert Grenville Harvey, 2, Baronet Grenville. His father Harold Balfour was a politician for the Conservative Party from 1929 to 1945, MP of the House of Commons for the constituency of Isle of Thanet . In 1945 Harold Balfour was raised as a peer to the nobility. Ian Balfour inherited the title of Baron Balfour of Inchrye after the death of his father on September 21, 1988 .

He attended Eton College in Berkshire, England . During World War II he served in the Royal Navy from 1942 to 1945 . After retiring from military service, he studied at Magdalen College of Oxford University .

Balfour worked as a business advisor .

He was active as a composer , but remained largely undiscovered as a composer. He wrote a total of nine operas , six symphonies , chamber music (concertos for viola, for violoncello, for violin and violoncello and for clarinet), as well as various vocal and orchestral works. His compositions include: Two Pieces for Strings (world premiere; Haifa 1976), In Memoriam II (for oboe, string orchestra, harp and percussion; world premiere: Dublin 1982), Suite No 1 for Cello Solo (for solo cello; Edinburgh and London 1986) and Oxford Memories (Oxford and London 1996). At the turn of the millennium in 2000 he wrote the composition Millennium Surprise (for orchestra), which was performed in 2000 in Oxford , Eszterhaza Castle , Hanover , Leipzig , Moscow and Prague , among others .

Balfour made a name for himself in particular as a connoisseur of precious stones and valuable treasures . In 1987 he published the reference work Famous Diamonds , which appeared in several editions (5th edition, 2008). In the book, Balfour featured around 80 of the world's most famous diamonds, including the Koh-i-Noor , Hope , Cullinan, and Taylor-Burton diamonds .

Membership in the House of Lords

Having inherited the title of Baron of Balfour of Inchrye, Balfour became an official member of the House of Lords on September 21, 1988 . He was a crossbencher in the House of Lords . On March 15, 1990 Balfour first took part in a parliamentary session in the House of Lords. He gave his inaugural address on February 25, 1991. The Hansard documents speeches made by Balfour between 1991 and 1999. In June 1999, he last spoke in the House of Lords. His membership in the House of Lords ended in 1999 with the House of Lords Act 1999 .

Private

In November 1953 he married Josephine Maria Jane Bernard (1934-2007), the daughter of Morogh Wyndham Percy Bernard and Diana Pearl Dundas. The marriage resulted in a daughter, Roxane (* 1955). Due to the lack of male offspring, the peerage expired with Balfour's death.

His personal interests included reading, walking and hiking, cricket (as an active athlete), and soccer .

2003 Balfour was domiciled in Walberswick in the county of Suffolk . According to his family, he died "peacefully" at the age of 88.
