Ioan Totu (born May 14, 1931 in Otetelişu , Bălceşti , Vâlcea district ; † April 21, 1992 in Bucharest ) was a Romanian politician of the Romanian Communist Party PMR (Partidul Muncitoresc Român) and from 1965 PCR (Partidul Comunist Român) , who was under Among other things, between 1979 and 1989 he was a member of the Central Committee (ZK) of the PCR and from 1983 to 1989 he was only a candidate and most recently in 1989 he was briefly a member of the Political Executive Committee of the Central Committee of the PCR. Life

Studies, lecturer and party official

Totu, who in 1948 became a member of the Union of Student Associations UAER (Uniunea Asociațiilor Elevilor din România) , attended the commercial high school in Craiova from 1949 to 1950 and then began studying at the Faculty of Finance and Credit Management of the Academy for Economic Studies Bucharest , which he did in 1953 graduated with a doctorate. During his studies he got involved in the communist union of the working youth UTM (Uniunea Tineretului Muncitor) . After he was between 1953 and 1954 assistant at the Institute for Agricultural Sciences " Nicolae Bălcescu " , he completed a course at the Central Committee of the Romanian Communist Party PMR (Partidul Muncitoresc Român) and was then lecturer at the Chair of Political Science and Secretary of the UTM Committee at the Institute for Mining. He was also a propagandist for the party committee in Bucharest Sector 1 and was accepted as a member of the PMR in 1955. In 1957 he moved to the University of Bucharest as a lecturer and was also President of the University's Student Union Council and a member of the Bucharest Student Union Office.

After Totu had completed a course for didactics at the party college " Ștefan Gheorghiu " in 1958, he became inspector of the teaching department of the social sciences of the Ministry of Education and later in 1962 instructor of the central committee department of education, before in 1967 he became head of the higher education section of the central committee of the PCR. He was then head of the higher education section of the Education Department of the Council of Ministers between 1969 and April 1971, and during this time also obtained a doctorate in 1970 at the "Ștefan Gheorghiu" Academy for Social and Political Sciences. From April to November 1, 1971, he was instructor of the section for lecturers of the Central Committee's Propaganda Department, and then between November 1, 1971 and June 9, 1976, head of the Social Sciences and Political Mass Work section in schools and universities of the Central Committee -Department of Education. He then took over on June 9, 1976 the post of General Director of the Central Institute for Economic Research and in December 1977 as Secretary of the Supreme Council for Economic and Social Development. On August 29, 1978, Totu became a member of the National Council and the Executive Office of the State Radio and Television Corporation ( Radio - Televiziunea Română ) and on September 1, 1979 a member of the Party and State Commission for questions of typification and standardization of the economy. At the Twelfth Party Congress of the PCR (November 19-23, 1979) he became a member of the Central Committee (ZK) of the PCR and was a member of this until Nicolae Ceaușescu was overthrown in the course of the Romanian Revolution on December 22, 1989. On May 22, 1980 he also became a member of the Supreme Council for Education.

Deputy, Vice Prime Minister and Foreign Minister

In 1980 Totu became a member of the Grand National Assembly (Marea Adunare Națională) for the first time , where he initially represented the constituency Dragalina No. 5 and between 1985 and 1989 the constituency Dumbrăveni No. 6 . During his parliamentary membership, he served from April 1, 1980 to December 20, 1983 as secretary of the Committee on Industry and Economic and Financial Activities and on April 1, 1980 also became a member of the Romanian Group in the Inter-Parliamentary Union (IPU).

Totu was between November 3, 1982 and August 26, 1986 Vice Prime Minister (Viceprim-ministru al Guvernului) and thus one of the representatives of the then Prime Minister Constantin Dăscălescu . On August 26, 1986 Totu Ilie Văduva replaced as Foreign Minister of Romania (Ministrul Afacerilor Externe) and held this ministerial office until his replacement by Ion Stoian on November 4, 1989. In this capacity he was also a member of the Defense Council of the Socialist Republic of Romania . From November 4 to December 22, 1989, he was President of the State Commission for Planning and Technical and Material Supply and Vice-President of the Supreme Council for Economic and Social Development. At the Fourteenth Party Congress of the PCR (November 20 to 24, 1989) he finally became a member of the Political Executive Committee of the Central Committee of the PCR, to which he also belonged until December 22, 1989.

Totu was one of a group of 21 former top communist officials charged with counterrevolutionary measures against the Romanian revolution that overthrew Nicolae Ceaușescu in December 1989. He was sentenced to 16 years in prison on April 20, 1992 and committed suicide by hanging on April 21, 1992.
