Jacob Alexander Röell (born August 8, 1838 in Amsterdam , † July 10, 1924 in The Hague ) was a Dutch Vice Admiral of the Royal Navy and liberal politician who was Minister of the Navy in the Pierson cabinet between 1898 and 1901 .

Life

Family background and training as a naval officer

Jacob Alexander Röell came from the noble family Roëll and was a son of Herman Hendrik Röell , who was commissioner of the king of the province of Utrecht between 1858 and 1860 and then of the province of North Holland from 1860 to 1879 . His older brother Willem Röell was a councilor in extraordinary service at the Raad van State . His younger brother Joan Röell was Prime Minister and Foreign Minister between 1894 and 1897 . One of his grandfathers was Willem Frederik Röell , who was foreign minister, interior minister and several times chairman of the First Chamber of the States General . His other grandfather, Frederik van de Poll, was mayor of Amsterdam from 1829 to 1836 , the last governor between 1840 and 1850 and first commissioner of the king of the province of Utrecht in 1850. His uncle Willem Röell van Hazerswoude was a member of the First Chamber of the States General from 1837 to 1841. A cousin by marriage, Constantijn Willem van Limburg Stirum , was mayor of Westervoort from 1863 to 1867 and later a member of the First Chamber of the States General from 1904 until his death in 1905.

Jacob Alexander Röell himself completed an officer training at the Koninklijke Militaire Academie (KMA) in Breda after attending school from 1851 to 1854 and, between 1854 and 1857, as a senior ensign at sea (Adelborst eerste class) an additional naval officer training. After he was promoted to lieutenant in the sea (Luitenant-ter-zee tweede class) on January 1, 1857 , he subsequently acted in succession as the commandant of the monitors Zr.Ms. Heiligerlee , Zr.Ms. Kijkduin and Zr.Ms. Aruba . After his promotion to first lieutenant at sea (Luitenant-ter-zee eerste klasse) on January 16, 1867, he was in command of the Zr.Ms. Marnix and finally until 1876 Zr.Ms. Van Speijk . Then he was from 1876 until his death on January 13, 1879 adjutant to Prince Heinrich of Orange-Nassau and was promoted to captainleutnant (Kapitein-luitenant-ter-zee) on March 1, 1877 during this time .

Röell was then from January 13, 1879 until his death on November 23, 1890 adjutant of King Wilhelm III. and was promoted to captain at sea (Kapitein-ter-zee) on February 16, 1883 , before being promoted to rear admiral ( Schout-bij-night ) on May 1, 1890 . On January 3, 1889, he became a second class knight of the Nassau House Order of the Golden Lion .

Promotion to Vice Admiral and Minister of the Navy

As such, from January 1, 1891 to November 1, 1894, he was in command of the naval forces and chief of the naval office in the Dutch East Indies and was last promoted to Vice-Admiral on July 16, 1892 . After his return to the Netherlands he was without use between November 1, 1894 and January 1898, but was adjutant for the special use of Queen Wilhelmina from May 1, 1891 until his death on July 10, 1924 .

On January 12, 1898, Röell was appointed by Prime Minister Nicolaas Pierson to be Minister of the Navy (Minister van Marine) in his cabinet . He replaced War Minister Kornelis Eland , who had taken over this office on December 21, 1897 from Joannes Coenraad Jansen . He held the office of Minister of the Navy until July 31, 1901. He was the delegate of the Netherlands to the Second Hague Peace Conference in 1907 and to the London Conference on the Law of the Sea from 1908 to 1909.

For his many years of service he was also awarded the Knight's Cross of the Order of the Dutch Lion . He was also commander of the Order of Orange-Nassau and Grand Officer of the Order of the Oak Crown .

His marriage to Wilhelmine Adolphine van Wickevoort Crommelin on September 12, 1867, whose grandfather Jan Pieter van Wickevoort Crommelin was also a member of the First and Second Chambers of the States General, remained childless.
