Joachim Rücker (born May 30, 1951 in Schwäbisch Hall ) is a German politician ( SPD ) and diplomat . From September 2006 to July 2008 he was the UN special envoy head of UNMIK in Kosovo . From 2014 to 2016 Rücker was Permanent Representative of the Federal Republic of Germany to the United Nations in Geneva. In 2015 he was President of the UN Human Rights Council . He has been retired since 2017.

Career

Joachim Rücker has a doctorate in economics . From 1979 to 1991 he worked for the Foreign Office , with stations in Bonn , Vienna , Dar es Salaam and Detroit . Until 1993 he was a foreign policy advisor to the SPD parliamentary group . From 1993 to 2001, Rücker was Lord Mayor of Sindelfingen . From 2001 to 2002 he was the United Nations Ambassador and Deputy High Representative for Finance and Administration in the Office of the High Representative in Sarajevo ( Bosnia and Herzegovina ). He then returned to the Foreign Ministry as Head of Finance and Budget until 2004. From 2005, he headed economic reconstruction in Kosovo as a special representative of the United Nations and was Søren Jessen-Petersen's deputy , the special representative of the Secretary General of UNMIK . On September 1, 2006, he was appointed the Dane's successor by UN Secretary General Kofi Annan and headed the transitional government in Kosovo until July 2008 . From November 2008 to September 2011 he was Germany's ambassador to Sweden. Then Rücker became chief inspector of the Foreign Office in Berlin.

In October 2012, the SPD in the Böblingen district nominated him as a candidate for the 2013 federal election in the Böblingen constituency . In the election on September 22, 2013, however, he was defeated by the CDU candidate Clemens Binninger , who received the direct mandate.

From 2014 to 2016 Rücker was Ambassador and Permanent Representative of the Federal Republic of Germany to the United Nations Office and the other international organizations in Geneva. In 2015 he was President of the UN Human Rights Council.

In February 2016, he was appointed Federal Government Commissioner for Stability Partnership in the Middle East.
