During his term of office, Denmark participated in the United Nations Protection Force (UNPROFOR) in the former Yugoslavia. He also advocated the inclusion of the Baltic countries within the framework of NATO's eastward expansion , which was achieved in 2004. Hækkerup resigned his ministerial office to head the civil UN administration in Kosovo ( United Nations Interim Administration Mission in Kosovo , UNMIK) from January to December 2001 as a UN special envoy . After the first free elections, he resigned from his seat.
