Johann Konrad Oertli

Johann Konrad Oertli (born November 26, 1816 in Teufen ; † July 21, 1861 there ) was a Swiss politician , doctor and journalist . In 1848/49 he was a member of the Council of States , from 1857 to 1859 of the National Council . He was also a member of the cantonal government from 1845 to 1853 .

biography

The son of Landammann Matthias Oertli attended the Trogen Cantonal School from 1826 to 1831 , then the high school in St. Gallen until 1833 . From 1834 Oertli completed a medical degree at the universities of Jena , Heidelberg and Göttingen . During his studies he became a member of the Jena fraternity in 1834 . In 1839 he opened a doctor's practice in Teufen. From 1841 to 1853 he was a member of the medical commission of the canton of Appenzell Ausserrhoden (from 1845 as president), in 1848 he was a federal division doctor . From 1841 he served as a councilor in Teufen, then until 1845 as the mayor and member of the Grand Council .

Oertli was a staunch radical liberal who campaigned vigorously against the Jesuits and the Sonderbund . For this purpose he founded an anti-Jesuit committee in 1845. In the same year he was elected to the cantonal government and took over the office of governor, which he held until 1848. During this time he was also the Ausserrhoder envoy to the Diet . In addition, Oertli was a member of the cantonal marriage court and the state school commission from 1845 to 1853 (as president from 1850). In 1848 he was a member of the commission that worked out the federal constitution after the Sonderbund War ; he worked closely with James Fazy and Jules Eytel .

In 1848/49 Oertli was the first representative of Ausserrhoden in the Council of States , from 1848, like his father before him, Landammann. In the cantonal government, he stood out for his sometimes authoritarian nature, which he created numerous opponents. He was not confirmed in office by the Landsgemeinde in June 1853 , but was instead elected to the National Council. Oertli firmly refused this election and temporarily moved to Constance in order to evade his mandate at the federal level. Oertli returned that same year and was then president of the cantonal court martial from 1854 to 1859. In 1857 he ran voluntarily as a national councilor and was also elected, three years later he waived re-election.

Oertli was a correspondent for the Appenzeller Zeitung . For this he first wrote militant articles against the Jesuits and ultramontanism , later he explained the policy of the cantonal government in his articles.
