José de Posada Herrera (born March 31, 1814 in Llanes ( Asturias ), † September 7, 1885 in Lianes (Asturias)) was a Spanish politician and President of Spain ( Presidente del Gobierno ) .

biography

Studies, career and reign of Isabella II.

After completing school, he studied law and economics at the University of Oviedo . After completing his studies ( Licenciatura ) in 1832, he was appointed professor of law at the University of Oviedo in 1838. In 1843 he also became a partner in a revision course ( Docta Casa ) and lecturer at the Special School for Administration ( Escuela Especial de Administración ), of which he was later director.

He began his political career on July 24, 1839, when he was elected member of the Progressive Party ( Partido Progresista ) for the first time as a member of parliament ( Congreso de los Diputados ), where he defended the interests of the constituencies of Oviedo , León with a few interruptions until March 1871 , Santander and Murcia . He later joined the Moderate Party ( Partido Moderado ) in opposition to Salustiano Olózaga and became a supporter of the opponents of Baldomero Espartero , the regent between 1840 and 1843. In 1846 he was also secretary of the Council of State ( Consejo de Estado ).

On May 14, 1858 he was appointed Minister of the Interior ( Ministro de Gobernación ) to the cabinet of Francisco Javier de Istúriz . He kept this office after the replacement of Isturiz by Leopoldo O'Donnell , whose government he belonged to January 17, 1863. During this time he was also acting minister for appeals for clemency and justice ( Ministro de Gracia y Justicia ) in August 1859, acting minister for grants ( Ministro de Fomento ) from November to December 1861 and again acting minister for appeals for clones and justice from August to October 1862 during the absence of the respective office holder. During his tenure as Minister of the Interior, he was responsible for conducting the parliamentary elections of 1858, which were marked by widespread corruption , the suspension of councilors, prosecution of council members, the replacement of civil servants, election fraud and violence against voters. De Posada Herrara justified the government's actions with the moral influence on the elections. However, the later inaction and the corruption of the government undoubtedly contributed to the loss of power of O'Donnell and the subsequent overthrow of the monarchy.

On June 21, 1865 he was appointed by O'Donnell as Home Secretary again in the government, which he served until July 10, 1866. Later he was ambassador to the Holy See for some time .

Revolution of 1868, restoration and promotion to government president

After the successful revolution of 1868 ( La Gloriosa ), he was one of the authors of the constitutions ( Constitución española ) of 1869 and 1876 due to his many years of legal and political experience .

After the restoration of the monarchy ( Restauración borbónica ) and the beginning of King Alfonso XII. he was re-elected member of parliament on January 20, 1876, where he represented the constituencies of Oviedo, Santander and Madrid until April 1884. During this time he was also President of Parliament ( Presidente de la Cámara ) several times , from February 1876 to January 1877, January 1878, September 1881 to November 1882 and from December 1882 to July 1883. During the legislative period from 1882 to 1883 he was Senator .

On October 13, 1883, he was appointed President of Spain ( Presidente del Gobierno ) as the successor to Práxedes Mateo Sagasta himself . However, after a defeat in parliament, he had to hand over this office to his successor Antonio Cánovas del Castillo on January 18, 1884 .

De Posada Herrera was also president of the Royal Academy of Law and Legislation ( Real Academia de Jurisprudencia y Legislación ) from 1864 to 1865 , but also president of the Ateneo de Madrid from 1865 to 1868 .
