Çarçani III cabinet
The Çarçani III cabinet was a government of the People's Socialist Republic of Albania , formed on February 20, 1987 by Prime Minister Adil Çarçani of the Party of Labor of Albania PPSh (Partia e Punës e Shqipërisë) . It replaced the Çarçani II cabinet and remained in office until February 21, 1991, after which it was replaced by the Nano I cabinet .
The formation of the government followed the parliamentary elections on February 1, 1987. Under the Çarçani III government, the communist regime in Albania fell apart. The many changes in government have to be seen against the background of the economic difficulties in Albania and the political upheavals in Eastern Europe. In the following parliamentary election on March 31, 1991 , several parties were allowed for the first time.
When the government was formed, the new Deputy Chairmen of the Council of Ministers were Hekuran Isai and Vangjel Çërrava in place of Qirjako Mihali . Next new belonged Enver Halili as chairman of the State Control Commission to the government. Llambi Gegprifti took over the Ministry of Industry and Mining from Hajredin Çeliku . The Ministry of Light and Food Industry was split up: Vito Kapo remained responsible for light industry, Jovan Bardhi took over the food industry. The Ministry of Communications was dissolved, but Luan Babameto remained with the government in the new role of Minister of Transport. Xhemal Tafaj took over the new Ministry of Public Services. Ahmet Sulejman Kamberi became Minister of Health in place of Ajli Alushani . Skënder Gjinushi became the new minister of education , the former minister for education and culture Tefta Cami was no longer considered.
In February 1988 Farudin Hoxha was appointed to the government as a minister in the Council of Ministers. From February 1989 there was again a Secretary General of the Council of Ministers, who changed in quick succession. In May 1990 the Ministry of Justice was newly created under Enver Halili . The demonstrations in July 1990 resulted in several changes of ministers.
