He had his first international appearance at the Biathlon World Championships in Zakopane in 1969 , where he was 19th of the individual. It was not until 1973 that he could compete again in a world championship . In Lake Placid he reached the side of Tor Svendsberget , Esten Gjelten and Ragnar Tveiten as the final runner with the relay, the second place behind the overwhelming Soviet Union at the time . In the individual, he achieved another single-digit placement in ninth place. A year later he won in Minsk as a starter for his brother, Terje Hanssen and gate Svendsberget the bronze medal in the relay race and was also 31 of the sprint and aft of the function SINGLE. 1975 missed the Norwegian relay with Hovda, Bjørn Sirijord , Sigleif Johansen and Tor Svendsberget in Antholz in fifth place a further medal. In the individual races, too, Hovda's performance was not as good as usual: in the sprint he finished 38th, in the individual races 27th. The climax and international conclusion of his career was the 1976 Winter Olympics in Innsbruck . Hovda finished 18th in the individual and missed an Olympic medal by two places on the side of Terje Hanssen, Svein Engen and Tor Svendsberget as the starting runner of the relay with fifth place.

Hovda was very successful nationally. In 1970 , 1971 and 1975 he won the singles titles, in 1973 and 1977 he won bronze. In the sprint, he won a medal only once at the first edition of the Norwegian championships in 1974 with the runner-up title behind Ivar Nordkild . With the Numedals season , Hovda won the titles in 1967 , 1970, 1971, 1973, 1974, 1975 and 1976 and was runner-up in 1968 , 1972 and 1977. In addition to his brother, his partners in the season included Ragnar Tveiten, Odd Lunde , Anders Besseberg , Sigleif Johansen and Kjell Flesaker . With ten titles and 16 medals in total, he is one of the most successful participants in Norwegian championships.
