Kovancılar is a city and capital of the district of the same name in the Turkish province of Elazığ . In 1934 the Turkish government founded the place Kovancılar for 300 families (Mucahir) from the former Ottoman areas in Romania . The name comes from the Turkish village of Kovancılar in Romania. It has been a municipality ( Belediye ) since 1967 and is located about 67 kilometers by road east of the provincial capital. It houses around 60 percent of the district's population (2018: 61.38%).
The district Kovancılar is located in the north of the province and is bordered to the north by the county Karakoçan , in the south and east by the county Palu . In the south, west and north-west, the Keban Dam forms the natural border, including in the north-west with the province of Tunceli . In addition to the district town, the district also consists of 76 villages ( Köy ) with an average of 197 inhabitants. Two of these villages have more than a thousand inhabitants: Çakırkaş (1,298) and Yarımca (1,097 inhabitants). The village of Kapıaçmaz (2017: 811 inhabitants) became a district (Mahalle) of Kovancılar in 2018 and had 803 inhabitants at the end of 2018.
The district was created in 1987 by splitting off the northern part of the Palu district. Most of the villages belonged to the Bucak Merkez and the Bucak Çaybağı of this district. The population density of the district is below the provincial average of 63.5 inhabitants per km².
