Crooked 13
The Krumme 13 (since April 2003 K13-Online ), K13 for short , was an association for pedophiles founded in 1993 by Dieter Gieseking . The association advocated the legalization of the production, possession and distribution of child pornography and sexual contact between adults and children .

The association represented the sexual scientifically rejected with few exceptions, believe that adults could make consensual sexual contact with children, which should therefore be allowed. Sexual acts with children under 14 years of age are criminalized in Germany as sexual abuse of children according to Section 176 of the Criminal Code (StGB). Consensual sexual contact with young people under the age of 16 is generally permitted outside of dependent relationships , but is punishable as sexual abuse of young people according to Section 182 of the Criminal Code if a "lack of ability of the victim for sexual self-determination" is exploited by an offender at least 21 years old ; Sexual acts against adolescents against payment or taking advantage of an emergency are generally punishable (see also age of consent in Germany ).
Positions
The group called for the deletion or relaxation of paragraphs 176 and 182 of the Criminal Code and the repeal of the paragraph in sexual criminal law that criminalized the distribution of child pornography ( Section 184 of the Criminal Code). Its members strove to decriminalize these offenses, as their punishment would, in their opinion, restrict both their sexual self-determination and that of the children.
A lowering of the age of consent in sexual criminal law from then 14 to 12 years was called for. A penalty exclusion clause is to be inserted in paragraph 176 ff. Of the Criminal Code , whereby sexual acts in this age range can only be prosecuted upon application . With paragraphs 184b and c StGB and with paragraph 201a StGB, K13-Online calls for the reversal of the last tightening of penalties, which came into force on January 27, 2015. The reason given is that these paragraphs violate the requirement of certainty according to Article 103 of the Basic Law and are therefore unconstitutional .
Opposing positions
According to sex research , sex education and psychiatry , consensual sexual contacts are not possible between adults and children because the power and competence gap between them does not allow this. Therefore, the "partnership relationship" with a child, often claimed by pedophiles, is an illusion. Scientists point out that sexual acts by adults on or with children can cause serious and permanent damage to their personality, even if they are carried out without the action of physical violence. The German criminal law protects since the fourth penal reform on 23 November 1973, the "premature sexual experiences undisturbed overall development of the child as a special form of the right to sexual self-determination ".

The avowed pedophile Dieter Gieseking founded the K13 in 1993 in Düsseldorf . At times the association declared itself a " self-help group ". The members of the K13 supported pedophiles in publicly professing their inclinations. After the group became involved in several criminal proceedings, they also began providing legal advice and public relations . The internal journal for the emancipation of pedophilia , which was co-edited by Gieseking , was discontinued after five issues in 1996, after Gieseking was imprisoned for one year for owning and selling child pornography. The application in 2001, K13 as a non-profit association to obtain recognition, was the district court Trier rejected because offenses trivialized and practicing pedophiles would be supported in their unlawful actions.
Since June 2013, Dieter Gieseking's internet portal has included a statement on Dieter Ullmann, who was convicted of child abuse in at least six cases: “From his and my point of view, it is about consensual sexuality between children and adults. This is what Ullmann & the BAG SchwuP campaigned for - and that is what I am committed to today. "
In an interview with the taz in March 2014, Gieseking described sexual relationships with babies, toddlers and primary school children as problematic, but attributed twelve-year-olds to the ability to take the initiative in relationships with pedosexuals and to know what sexuality is. The blog Die Freie Welt conducted an interview with Gieseking in March 2014 on the political debate about the new education plan in Baden-Württemberg and other federal states. He takes the position that “pedophiles will also benefit from the education plan in the long term”.
Gieseking repeatedly wrote petitions on the subject of pedophilia.
Reactions
In autumn 2001, two members of the K13 were charged with distributing child pornography on the Internet via the K13 website at the time. It was about an allegedly autobiographical text ("Stefan-Text"), which, among other things, described sexual acts between a child and an adult. After judgments from several instances , the Koblenz Higher Regional Court acquitted both of them in September 2005 with a clear reprimand to the lower instances. The acquittal met u. a. at the CDU Rhineland-Palatinate on sharp criticism.
The public relations work of the K13 met with increasing resistance, especially after calls for protests via online media and the magazine Der Spiegel reported on the K13 in December 2001. The critics accused its members of playing down the sexual abuse of children and thereby favoring crimes against children, which in any case often went unreported. Pedosexuality is not a "love of children", but violates the human dignity of the child.
After protest actions by residents and child protection associations , the K13 continued its activities in Hamburg-Eidelstedt from 2002 . In that year around 50,000 people signed a petition from the Schotterblume e. V. (contact and information center for victims of emotional, physical and sexual violence in childhood and partnership) to the German Bundestag to achieve a ban on pedophile associations and the “dissemination of pedophile ideas”.
The Hamburg citizenship dealt with the K13; In the state parliament of Schleswig-Holstein a small question was made on the subject.
