The State Media Center Baden-Württemberg (LMZ-BW) is a media center based in Karlsruhe and Stuttgart in the legal form of an institution under public law . It was founded on the basis of the Baden-Wuerttemberg law on media centers (Media Center Act) , and on October 1, 2001, the previous state image offices of Baden (LBB) and Württemberg (LBW) were merged. Legal supervision is carried out by the Media Pedagogy, Digital Education (Unit 53) department in the Baden-Württemberg Ministry of Culture, Youth and Sport .

Board of Directors

The tasks of the board of directors are the supervision of the management and the resolution of u. a. Statutes and budget as well as the discharge of the director of the state media center. The Board of Directors has a total of 15 seats. Six of these are allocated to the state of Baden-Württemberg, two each to the district council of Baden-Württemberg , the city ​​council of Baden-Württemberg and the municipal council of Baden-Württemberg and one each to representatives of the cities of Stuttgart and Karlsruhe and one representative of the city and district media centers on joint ventures Proposal from the municipal umbrella organizations.

On October 1, 2001, Erwin Reichert , former Lord Mayor of Freudenstadt, was elected first chairman of the board of directors. Before that he had been a member of the administrative board of the Landesbildstelle Baden without interruption since March 1997. On May 28, 2008, his activity on the Board of Directors ended. His successor was Dirk Gaerte , former district administrator of the Sigmaringen district , whose chairmanship ended in October 2014. Jürgen Bäuerle, full-time district administrator of the Rastatt district , took on the role of third chairman of the board of directors after a unanimous vote and held the position for five years. Jürgen Bäuerle's successor was the Mayor of Mosbach, Michael Jann. As of May 1, 2019, he is now the fourth chairman of the LMZ.

Director MR Michael Zieher

The director manages the day-to-day business and represents the state media center. All matters not assigned to the Board of Directors by law or the Articles of Association are its responsibility. The appointment is made by the Ministry of Education in agreement with the Board of Directors. The director of the state media center Baden-Württemberg is an official of the LMZ. The first director until the end of September 2006 was Dr. Susanne Pacher. From October 2006 to November 2019, the former head ministerial advisor of the media department in the Ministry for Culture, Youth and Sport Baden-Württemberg, Wolfgang Kraft, acted as director. With effect from July 29, 2020, Ministerialrat Michael Zieher was appointed director of the LMZ. Deputy director is Peter Jaklin.

This department is responsible for principles and innovations (section Q1), administration, personnel, finances and organization (section Q2) as well as public relations and portal (section Q3).

Department 1 (educational support services, head: Nadine Giebenhain)

The department is divided into the units Innovation (Unit 11), School Media Education (Unit 12), Media Pedagogical Support Systems (Unit 13) and Training and Advisory Systems (Unit 14).

Department 2 (Technical Support Services, Head: René Belmega)

In Unit 21, the department consists of the teams “paedML Linux”, “paedML Novell”, “paedML Windows” and “New development paedML classroom”. The “IT Services” team is integrated in Unit 23.

Department 3 (Media, Head: Tanja Rix)

The department is made up of the departments innovation and further development (department 31), media provision (department 32) and media service (department 33).

City and county media centers

There are a total of 51 state, district and city media centers in the state of Baden-Württemberg. The tasks of the city media center (SMZ) and district media center (KMZ) are based on Section 11 of the Media Center Act. The main task is the procurement and provision of audiovisual and digital media, associated with the corresponding educational and organizational tasks. In addition, they are allowed to participate in support and advice in the area of ​​the support network. The State Media Center provides advice on the establishment and fulfillment of the statutory mandate by city and district media centers. The public law institution supports the media centers in providing specialist training for the pedagogical staff of the media centers and organizes training courses together with them.

By agreement with the cities of Karlsruhe and Stuttgart, the tasks of the two city media centers are transferred to the state media center. The respective city bears the costs.

Karlsruhe

Jörg Schumacher is the head of the Karlsruhe City Media Center. The SMZ is located in the building of the State Media Center Karlsruhe on Moltkestrasse .

Stuttgart

The head of the City Media Center in Stuttgart is Hans-Jürgen Rotter. The SMZ is located at the location of the State Media Center in Stuttgart on Rotenbergstrasse.

tasks

The tasks that the LMZ takes on result from Section 3 of the Media Center Act.

The state media center fulfills all activities that result from the use of audiovisual and digital media in educational work in public schools, in youth work and in adult education.

In addition, it provides an educational service, above all it organizes advanced and advanced training. This also includes training and advising teachers on the appropriate use of media and advising the city and district media centers or school authorities on issues relating to media procurement. The LMZ-BW is responsible for the implementation of media educational model projects and participation in the testing and promotion of new media and communication technologies, in particular providing advice on the assessment, testing and use of new media and promoting media education, skills and education, including through support for school-based activities Use of media and media educational information offers.

It also acts as a service provider for technical solutions to schools. This includes technical advice and support for employees in the city and district media centers as well as the school authorities in connection with the procurement and use of devices for media use. It also provides advice and support in the field of multimedia technology for use in teaching at schools, including educational networks ( support network ). The state media center also supplies the schools with high-quality copies of radio and television broadcasts.

A further task is media distribution with lending, central archive, media procurement and advice and media indexing through the indexing and recording of educational media including a media information system.

Responsibility for geographical and cultural-historical image documentation has been transferred to the State Media Center.

financing

The LMZ BW receives its own income from the sale of support contracts for the model solution for educational school networks . Mainly it receives funds from the municipal financial equalization (for the continuation of the Support-Netz and SESAM projects ) and grants from the state of Baden-Württemberg (for expenses of the state media center for tasks of the state and the municipalities) and within the framework of the decisions made following the Special committee " Consequences from Winnenden and Wendlingen: youth endangerment and youth violence ", as well as the cities of Karlsruhe and Stuttgart for the operation of the two city media centers.

Support network

The support network provides advice and support in the field of multimedia technology for use in teaching and provides support for the model solution developed by the state for educational school networks . Student Media Mentor Program (SMEP)

The aim is to train schoolchildren between the ages of 13 and 17 to guide and implement media offers independently. MediaCulture-Online

MediaCulture-Online is an information, interaction and work platform on media culture and media education topics on the Internet. The project received awards in 2005 with the Comenius seal and in 2006, 2007 and 2009 with the Comenius EduMedia seal. A web-based platform is available.

Information and presentation project

With a portal for special needs education the own design of media should be promoted. The results of the project are available as an internet platform and in a brochure on “New Media and Special Education”.

ECDL textbook for blind people

With a textbook for the European Computer Driving License especially for blind pupils, the quality of teaching of the "Educational Standard for Information Technology Basic Education" is guaranteed. The results of this project are collected in a wiki. The state media center also published an article on the topic.

Curriculum matrix

With the curriculum matrix, the teacher receives a tool for preparing media-based lessons, through the quick and clear presentation of the curriculum and educational standards of general schools. It is divided into compartments matrix , media education matrix , media curriculum and student-media portfolio . The curriculum matrix has been awarded the Comenius EduMedia Medal (2011) and the Comenius EduMedia Seal (2011, 2012). The state media center makes it available as a platform-independent application.

GeoPortal

A geography portal gives teachers and students access to digital geo tools and GIS-based teaching modules. The Institute for Meteorology of the Karlsruhe Institute of Technology , the Institute for Geomatics of the Faculty of Information Management and Media at the University of Karlsruhe , the State Institute for Environment, Measurements and Nature Conservation (LUBW) and the State Office for Geology, Raw Materials and Mining all participated in the development .
