Leopold Peter Graf von Goëss, Freiherr zu Karlsberg and Moosburg (born October 28, 1848 in Graz ; † July 22, 1922 in Ebenthal in Carinthia ), was a doctor of law, kuk chamberlain, privy councilor and Fideikommissherr , politician and state president of the Duchy of Bukowina , then governor in Trieste and the coastal region .

Life

The brother of the Carinthian governor, Zeno Vinzenz Graf von Goëss , from the Goëss family took up a position as an administrative lawyer after completing his studies, and immediately became court councilor in the service of the provincial council of Carinthia.

First head of the state government, entrusted with the management of the business of the state president (June 8 to September 6, 1894), he then became president of the Bukovina region until December 14, 1897 . In this function he worked successfully in pacifying conflicts of interest of different nationalities.

From December 14, 1897 to October 1, 1904, Goëss was governor in Trieste and the coastal region. In this office he tried to balance the tensions between Italians and Slovenes, which had intensified , especially during the 1901 census , but at the same time preferred the German-speaking element in trade and commerce and expanded the port of Trieste. In the wake of irredentist demonstrations at Lloyd Triestino , Goëss was recalled.

In 1905 he became a member of the manor house of the Austrian Reichsrat , in 1911 Obersterbstabelmeister (a court office, a kind of master of ceremonies at the court table) in Carinthia as well as a secret councilor and treasurer. He did economic studies and was under discussion for a ministerial office. After the First World War, Goëss became involved on the German- Carinthian side on the occasion of the Carinthian referendum in 1920 . Goëss became an honorary citizen of Sereth (Siret) (Bukowina) and Cherso (Cres) (Istria) because of his services .
