Federal level

The second chamber of parliament, the Federal Council of the Republic of Austria , which alone is not authorized to make decisions, made a symbolic act in July 2019 and voted unanimously in favor of declaring a climate emergency. Because "the climate crisis has long since arrived in Austria", so the reasoning of the Federal Council. The call for action was made to the government with reference to global warming and weather disasters.

On the night of September 25-26, 2019, the National Council declared the state of Climate Emergency . The English version was chosen because some members of the German parliament, as Der Standard reported, was “too strong”. In order that what had previously been fixed already in some municipalities and cities applies throughout Austria: the climate crisis and the consequences were granted immediately "highest priority", reports of the IPCC IPCC serve in the future as a basis for climate policy of Austria and the national energy and climate plan will be improved. The legally non-binding motion for a resolution contains a total of eight points, including the voluntary commitment of Austrian politicians to work at the EU level and internationally to achieve the 1.5-degree target and to keep the public fully informed at all times. The effects on the climate should be taken into account in future decisions.

The National Council majority for this decision was made up of the votes of the ÖVP , SPÖ , NEOS and Liste Jetzt . The FPÖ voted against it. Their MPs Walter Rauch and Harald Stefan spoke of "climate hysteria beyond any realities" and "doomsday scenarios".
