Life
The son of the businessman Caspar Ludwig August Freese and his wife Anna Margarete Johanne Freese geb. Frerichs attended secondary school in Oldenburg and then studied at the Collegium Carolinum in Braunschweig and at the Hanover Polytechnic . After graduating, he joined the Oldenburg state service as a construction manager on December 1, 1883, and passed the technical state examination in 1886 . He rose quickly, became building inspector in 1887 , district builder in 1888, building inspector in 1895, building officer in 1899, senior building officer in 1908 and secret building officer in 1913 and thus head of the two building authorities I and II of the Grand Duchy of Oldenburg. Because of his specialist knowledge, he was appointed to the examination committee of the building trade and mechanical engineering school in Varel in 1897, to the examination committee for candidates in the building trade in 1903 and to the examination committee for the Eutin technical center in 1910 . He retired on April 1, 1924 .
In 1995 Freese was honored in Oldenburg by naming Ludwig-Freese-Strasse.

Of the many buildings that were built according to his plans or under his direction, the gym of the Oldenburger Turnerbund on Haarenufer (1890), the Elisabeth-Anna-Palais on Schlosswall (1894-1896), are special achievements based on his own designs in Oldenburg , The ballroom extension at the castle (1894–1899) on the site of the Danish chancellery wing, which was demolished in 1894, and the church in Oldenburg- Ohmstede (1901) should be mentioned. The ballroom building , which skilfully ties in with the late Renaissance forms of the Anton Günther building , is considered Freese's most convincing architectural creation.
As head of the building authority, Freese had a decisive influence on the construction of the settlements for the regional cultural fund for the colonization of the wasteland, on the school building in the country and on the new buildings of the sanatorium and nursing home in Bad Zwischenahn . It is also thanks to his commitment that the state parliament building (1914–1916) and the government building (1914–1918) were built on the Dobben area according to plans by Paul Bonatz .
